The modernization of China’s governance system and capacity,the transformation of the principal contradiction in China’s society,the urgent need to complete the building of a moderately prosperous society in all respects,and the great rejuvenation of the Chinese nation have all raised higher requirements for the governance structure,content and process of urban communities in China at the present stage.In this context,we should actively absorb different participants in the community to participate in community construction and community governance,and constantly perfect and improve the modernization level of urban community governance,which is related to the well-being of the general public and conducive to improving the local level of urban governance,promoting social development and building a harmonious socialist society with Chinese characteristics.In urban communities,the multiple subjects involved in the governance process mainly include grassroots party organizations,government departments,social residents committees,community non-governmental organizations,the third sector,property companies and other organizations,in which the participants play different roles,assume different functions and play different roles.Chengcheng community party committee leads the community governance work,holds the direction of community development,promotes governance by party building,leads the new trend of community governance;The residents committee not only plays the autonomous function as the new self-government organization of the masses,but also plays an important role as the community governance platform.Chengcheng group has been actively involved in the community construction since its inception,playing an important role in thecommunity office funds,infrastructure construction,community charity,love foundation,and is also an important channel for the source of community funds;The third sector,under the framework of the community party commission system,provides intellectual support for community development,encourages teachers and students in colleges and universities to participate in community construction,and creates a good situation of win-win cooperation;Compared with the traditional functions of the party and government departments,the community non-governmental organizations play an important supplementary role,doing a lot of things that the party and government departments want to do but are unable to do or are inconvenient to do,facilitating the daily life of the community residents,and also enhancing the vitality of community governance.Under this governance framework,there is a unique relationship among multiple participants: the party and government departments "on" to do a top-level system design for community governance;Residents committee in "in",to create an efficient governance platform;Community residents and other organizations are mobilized to take an active part in the community construction.Meanwhile,they communicate with the party and government departments through the service center of the party and the masses and the community service center to face the residents and resolve the community conflicts.However,there is no perfect community governance model,and chengcheng community has its own governance dilemma in the process of governance:in the process of community governance,party and government departments to the community sinking too much party and administrative tasks,residents’ committees undertake a lot of functions that shouldn’t belong to them,affected the play as a mass autonomous organization function;The financing source of the community is relatively single,and relies heavily on the capital injection from chengcheng group.The development of community non-governmental organizations is immature,failing to stand firm in the community,to serve the public,also delayed thefurther improvement of governance efficiency.In view of the governance dilemma,this paper first proposes to straighten out the relationship between various departments within the community,starting from the functions of legal norms,combining with the actual situation of the community,to do their own work;Secondly,the corresponding laws and regulations should be improved to guide enterprises to participate in the community construction,and carry out necessary legal constraints.Meanwhile,the ideological prison should be broken,and the public opinion and public opinion barriers should be cleared for enterprises to participate in the construction.Thirdly,we should actively foster the development of community non-governmental organizations,and give sufficient support in the system and economy,so as to supplement the services that the party and government departments fail to provide or cannot provide,enhance the community vitality,and revitalize the community non-governmental resources.Finally,the economic issue is the top priority of community development,"outside" requires the party and government departments to give the community adequate funding support according to the actual situation;"Inside" requires the community to pool ideas,tap the economic potential of the community,self-generated income.Generally speaking,as the star community of xinxiang city,chengcheng community’s unique governance structure and innovative methods in practical work,as well as various difficulties encountered in the governance process,provide a case worthy of attention for the exploration of multiple models of urban community governance in China.
