Initiative Research On Residents' Participation In Community Governance

Community is the epitome of society and the basic unit of social governance.Community plays a specific role in ensuring social stability and order as well as lasting peace and stability of a country.Residents are the key subjects of community governance.To ensure that community residents can actively,legally and orderly participate in community governance will contribute to the orderly advancement of social governance and social stability.Social work is a professional helping activity guided by the values of altruism,which can stimulate the potential and advantages of community residents' participation in community governance,solve community problems,ease social contradictions,and promote social equity through resource integration,professional support and other services.Similarly,the starting point of community governance is to serve the people,aiming at solving the problems concerned by the community residents and ensuring social harmony and stability.Therefore,social work and community governance have a strong affinity.Integrating the concept of social work into community governance helps to stimulate the enthusiasm of residents to participate in community affairs and build a harmonious and stable community.In this article,writer based on the initiative of the residents participate in community governance as the research subject.And on the basis of the background research and literature research,according to the theory of planned behavior,the theory of multiple main body collaborative work,the people to participate in the perspective of theory and agency theory,writer defines the urban community,community governance,community social work,five social linkage and other core concepts and takes L community in Hefei for example,uses the methods of case study,the present an overview of L community as well as the present situation of the residents participate in community governance,collected in detail the community residents to participate in the five major problems existing in community governance,including: residents participation overall is low,the initiative to participate in the phenomenon of less,community residents' committees exists serious phenomenon of "administrative",loss of community autonomous control,residents to participate in the activities of the system is not sound.Writer also analyzes the influencing factors of urban residents' participation in community governance.The influence factors of six aspects arefound,which are the formation of participation barrier of unit system,the main participation mode of mobilization,the low matching degree between community service and residents' demand,the difficulty in fully developing and utilizing community resources,residents to participate in the "No I Mentality" and tend to social contact by means of "take off the domain",the insufficient development of community social organizations and social workers,etc.Based on the perspective of social work practice intervention,this paper analyzes the feasibility of social work intervention in community governance,and discusses the unity of social work values and residents' participation concept.In terms of the specific strategies of intervention,this paper uses the concept of social work and the method of group social work to design the project program of residents' participation in community autonomy,and defines the project execution ideas and project plans.At the same time,in order to effectively mobilize the enthusiasm of residents to participate in community governance,this article believes that it is necessary to provide institutional guarantee for social work to involve residents in community governance and to clarify the functions of government supervision,ravel out the the relationships among the grass-roots governments,communities,and community social organizations.And we had better adopt a variety of ways to stimulate the enthusiasm of residents to participate in community governance.Give full play to the role of "bridge" of community elites,to strengthen the construction of community residents autonomy system.
