With the improvement of China’s international status and the adjustment of its national strategy,border areas are transforming from a defensive frontier under the traditional national center perspective into a carrier of cross-border interaction.Their functions are quietly changing,and border governance is becoming an important component of social governance and national governance.The sudden COVID-19 epidemic in early 2020 has been a major public health emergency with the fastest speed of transmission,the widest range of infection and the most difficult prevention.In order to prevent the epidemic from being imported into China through illegal channels,various provinces and autonomous regions have taken strict measures to crack down on illegal entry and exit criminal activities.However,during the epidemic period,the number of illegal immigrants in the border areas of Guangxi has not decreased but increased.The number of illegal immigrants who not only flow inward but also return due to various reasons is also increasing sharply,with illegal entry and exit personnel intertwined in the border areas.From emergency control to normalization,the issue of illegal immigrants has always been a key and difficult issue in China’s border social governance.Through field visits,discussions,and research in border counties and cities along the Guangxi section of the China-Vietnam border,we understand the new situations and trends in the governance of the illegal immigrants issues in the China-Vietnam border area at this stage.Summarize the number and scale,behavioral characteristics,phased characteristics,development trends,and practical hazards of the illegal immigrantsl on the China-Vietnam border.This paper analyzes the causes of the sudden increase in the number of illegal immigrants in the Guangxi section of the China-Vietnam border from the perspective of two realistic situations: domestic return and overseas inward flow.After sorting out the existing measures taken to address the illegal immigrants issues along the China-Vietnam border,it is found that the current governance structure of the illegal immigrants issues in Guangxi is scattered and the coordinated operation is not smooth;The construction of the governance network jointly constructed by multiple entities lags behind;Lack of a normalized organizational leadership mechanism;The governance means are single,and the governance of illegal immigrants issues mainly relies on administrative means;The utilization level of border intelligent technology is insufficient;The laws and regulations on entry and exit management lack unity,and the strength is limited;Difficulties such as poor governance international cooperation.On this basis,from the perspective of social governance theory and cross domain governance theory,explore governance optimization paths from four dimensions: governance structure,governance laws and regulations,governance capabilities,and international cooperative governance.Namely,establish and improve governance coordination mechanisms across administrative regions and functional departments,and construct a governance pattern involving multiple entities;Formulate and introduce special immigration laws,and establish a long-term publicity mechanism for the rule of law;Establish a normalized organizational structure and promote "smart border construction";Deepening regional police cooperation and other strategic options with a view to improving the social governance system in border areas.
