Network Security Governance In Sino-Myanmar Border Area

In recent years,the Central Committee of the CPC has raised many problems of information security at many major conferences.Therefore,some special meetings of information security,such as Internet Security Congress and Symposium,have been held.At the same time,as the author,i have combined what I have seen and heard during my study in Yunnan in the past two years,and choose this topic by the some new situation of the the border area.Indeed,as one of China's land borders,Yunnan's Sino-Myanmar border area is a key region for the prosperity and stability of China's border areas,and is also an important node of foreign strategy.Meanwhile,the border areas between China and Myanmar have the characteristics of ethnic cross-border,religious pluralism,economic backwardness,drug penetration and so on,in addition,the region is currently at the forefront of exchanges with Southeast Asia and South Asia,all these provide convenience for the illegal persons at home and abroad to carry out religious and cultural infiltration,ethnic separatism and drug-related crimes in the region,making the border area between China and Myanmar face a number of non-traditional security threats.In the age of internet,with the increase of the popularity of network and mobile terminals,foreign criminal organizations or non-governmental organizations make use of modern network technology and means to carry out transnational crime and invisible infiltration,some typical non-traditional security problems in this area have shown new characteristics combined with network information technology,so that the traditional measures to control cyber-crime,which are dominated by cyber-police and supplemented by severe crackdown on cyber-crime,can not cope with the rapid increase of cyber-information security cases in recent years,bringing new challenges to the response to the threat of network information security in frontier areas.This research is based on the research results both at home and abroad,and on the network security needs of border areas between China and Myanmar,making the new Situation and Problems of Network Information Security in Sino-Myanmar Border Areas as the goal,in-depth research and analysis aimed at the common security interests of the region,and starting from relevant concepts and theories,this paperleads to the discussion of typical network security threats in this area,for the effective prevent and control and explore the new governance means.This study first clarifies the concepts of information security and network security and the relationship and difference between them,and In order to find out the way to improve and deal with it,analyses the current situation of network security in the border areas of Myanmar and the deficiencies in governance from the perspective of non-traditional security theory,social governance theory and public crisis theory.It is should be pointed out that This paper will focus on the typical non-traditional security issues in the border areas between China and Myanmar and the network security problems brought about by the combination of network security issues,and analyses the changes of information dissemination mode,non-traditional security and public crisis management in this area in the Internet era from the perspective of public management discipline,making an in-depth study on the problems of transnational crime,network religious infiltration,network terrorism and the spread of network extreme nationalism,which have evolved from its frequent and typical security problems in the network era,trying to analyze the new challenges brought by these network security problems to the network security in the border areas between China and Myanmar,and put forward the innovation of network security management in the border area between China and Myanmar under the leadership of the Party,including the border network security management under the leadership of the Party,the linkage of prevention and control under the leadership of the government,the clarification of information security responsibilities of various departments in the region,the strengthening of information security education for border people,and the promotion of international exchanges and collaboration.
