A Study On The Cooperative Governance Of Illegal Immigrants In The Border Area Between China And Vietnam(Yunnan Section)

Since the reform and opening up,with the continuous expansion of China’s opening up to the outside world and the rapid development of social economy,the number of illegal immigrants entering the country is also increasing.The increasing illegal immigrants have brought a series of influences to the national political security,social development order and economic development order of our country.Under the guidance of The Belt and Road Initiative,Yunnan,as China’s open window for South and Southeast Asia,is also increasingly open up,whose pressure to face the problem of illegal migration is increasing.As the border area between China and Vietnam(Yunnan section),it is also the leading area of the opening up in Yunnan.Due to the influence of historical and social factors,the pressure caused by illegal immigrants in Yunnan is even more serious,especially on the border security and management,international relations,national and social identity,border labor market and so on.Based on the huge pressure brought by the problem of illegal immigration to the development of the border area between China and Vietnam(Yunnan section),this paper takes the illegal immigrants in the border area between China and Vietnam(Yunnan section)as the research object,then analyzes the current situation of these illegal immigrants in this area to grasp their characteristics and development trend.This paper also summarizes the adverse effects on the national political security,social development order and economic development order brought from these illegal immigrants to make clear the necessity to manage them.What’s more,the rationality and importance of cooperation between China and Vietnam to manage these illegal immigrants is also discussed in this paper.Then this paper devotes to sorting out the current cooperative governance mode between China and Vietnam,describing the current situation of cooperation governance between the two sides at various levels,and examining the shortcomings of the current cooperative governance.Last but not least,based on these aspects above,this paper further explores the solution to the cooperative governance of illegal immigrants in the border area between China and Vietnam.Meanwhile,three aspects of these related suggestions are put forward foroptimizing and improving the cooperation mechanism,which are changing the attitudes to remove conceptual obstacles,strengthening the police cooperation between the two sides,and implementing the repatriation work.
