Due to the influence of geographical environment,history and culture,social system and other factors,China once had a large-scale poverty problem.With the realization of the historic goal of building a moderately prosperous society in an all-round way,the absolute poverty which has plagued Chinese people for thousands of years will be eliminated under the leadership of the Communist Party of China.Nevertheless,the phenomenon of relative poverty will still coexist with the development of social economy in the foreseeable future for a long time.We need to make preparations for a long-term fight against poverty governance as soon as possible.The Communist Party of China has always persist in the people-centered development idea,and constantly pushed forward the poverty alleviation and development strategy in depth.As a measure to eliminate poverty and achieve social equity for the CPC,education is an important part of poverty alleviation strategy and a fundamental policy to cut off the intergenerational transmission of poverty.The policy of poverty alleviation through education carried out by the leadership of the CPC has a profound theoretical foundation.It absorbed the classical theory of writers from Karl Marx to Joseph Stalin and deepened the development from Mao Zedong’s educational thought to Xi Jinping’s precise poverty alleviation.At the same time,it also criticized China’s modern civilian education and rural education thoughts,as well as experience from international organizations and other countries,shown different characteristics in different periods.The policy of poverty alleviation through education must form a stable long-term mechanism in order to play a role in accurately caring for the poor in a longer historical period.This mechanism refers to the relatively stable order arrangement formed in the process of improving the poverty status of the poor and realizing a better life under the leadership of the CPC.Its elements include the standard of education poverty alleviation system,the interest relationship between the subject and object of education poverty alleviation,the power to allocate educational resources and maintain the interest pattern,and the social consensus.In the new era,we need to sum up the experience and lessons from poverty alleviation through education,and fundamentally understand the reason why the policy of poverty alleviation through education fails to form a sound long-term mechanism.Accurately grasp the new requirements and many new challenges from policy theory,supply side,demand side and practice in the new era.In terms of policy theory,the concept of poverty alleviation through education lacks a unified understanding,and the attributes of the policy itself exclude the poor.On the supply side of poverty alleviation through education,the imbalance and insufficiency of joint forces is obvious,family education lacks scientific guidance,and the cost of education for poor families is too high,the endogenous motive force for the poor to get rid of poverty is not enough as well,add with the characteristics of intergenerational transmission of poverty and the interest orientation of rational people,together constitute the challenge from the demand side.In the practice of poverty alleviation through education,educational resources emerges imbalance and insufficiency condition,the deviation of value of rural education and the imperfection of legal system are obvious.Today,we should also take a quick and serious response to the outbreaks of COVID-19,which will make great impact on poverty alleviation through education,and prepare for the transformation and upgrading of education in the post epidemic era.Facing the more complex and severe test of the new era,the CPC need implement poverty alleviation through education precisely on the basis of building a solid foundation with relevant systems,forming the main body with persistent joint forces,at the same time,consolidate the material foundation of it.Only in this way can we build an effective long-term mechanism of poverty alleviation through education policy and improve the ability of poverty governance,promote the modernization level of the governance system of the CPC. |
