| China’s rural areas have the traditional custom of sweeping tombs and offering sacrifices to ancestors during the Qingming Festival.In recent years,under the dual stimulus of national laws and local policies,Qingming Festival has become a legal festival.A large number of people who work out of their hometown or move to cities have enough time to return to the countryside to carry out sacrificial activities.In rural areas,traditional concepts such as "burial in peace" and "the sacredness and inviolability of ancestral graves" prevail,as clans and their graves carry the highest spiritual interests of the rural masses.However,after the founding of new China,the progress of land system reform in our country,right to the contracted management of land circulation in acceleration and presents the tendency of moderate scale management,rural collectives of forest right to the contracted management of land circulation to land contractors,ancestral graves of sacrifice,burial graves conflict between utility and economic utility is intensifying,and due to the contracted management of land circulation of disputes has become the typical problems in the current rural social development and governance practices,in the vast rural areas are universal.This paper discusses and resolves the conflict of interest in rural cemetery disputes with the theory of collaborative governance,aiming at building the benign interaction among the grassroots government,village committee,land contractor and villagers,which has certain practical significance and reference value for promoting the current land system reform and rural revitalization strategy. |
