A Study On The Cooperative Governance Of Rural Land Disputes In B County Of Guangxi

At present,the difficulties of the aftershocks and even the intensification of the cases,are damaging the construction of a harmonious society,and the rural land disputes are increasingly becoming the difficulty and focus of grass-roots governance.With the contradiction of rural land disputes becoming more and more complex and diverse,the original fragmented governance mechanism of grass-roots government can not effectively meet the practical needs of the masses.Therefore,we need to improve the mechanism of coordinated governance,so that rural land disputes can be better resolved.At the Fourth Plenary Session of the 19 th CPC Central Committee,it was proposed to adhere to and improve the social governance system of CO governance and sharing,which pointed out the direction for coordinated governance of rural land disputes.Therefore,in the process of collaborative governance of rural land disputes,the government should integrate and give full play to the advantages of all parties,improve the mechanism of collaborative governance,and form a unified,collaborative and systematic dispute resolution mechanism,so as to effectively resolve the contradictions among the people.At present,the rural areas in various regions have initially established the multi-level vertical coordination between departments horizontal coordination and the rule of law and autonomous coordination of land dispute collaborative governance mechanism,and played a certain role in resolving disputes.However,there are still some problems in the practice of collaborative governance,such as weak governance subject construction,loose governance process control,and imperfect governance system,which makes it difficult to form synergies.Based on this,this paper studies rural land disputes in B county of guangxi by combining the theory of collaborative governance and the theory of collaborative public management,and analyzes the problems existing in the collaborative governance of rural land disputes from the perspective of combining theory and cases.At the same time,from the governance body management process management system through analyzing three aspects,this paper puts forward the stategies to improve the ability of the collaborative governance of rural land dispute to ensure effectively resolving rural land disputes,protect the interests of farmers,and provided effective references for the goverment to prevent,treat and resolve the rural land disputes.These strategies also help create a good social atmosphere for the country to promote the strategic goal.
