With the reform of supervisory system,supervisory organ as a political organ emerges at the historic moment.Supervisory organ is the backbone of Chinese anti-corruption.It supervises the Chinese public sectors running legally and it is the key to ensuring Chinese long-term peace and sustainable development.The civil servants’ work efficiency in supervisory organs directly influences the result of anti-corruption in China.And the incentive mechanism is one of the most important factors affecting their work efficiency.In the context of significant changes in staff integration,workload and work requirements,the civil service incentive mechanism of the former commission for discipline inspection remains in place.The old incentive mechanism is difficult to adapt to the actual work of the current supervisory organs,and it is difficult to promote the efficiency.Therefore,taking S city of G province as an example,this paper studies the current situation and existing problems of the incentive mechanism of civil servants in supervisory organs,analyzes the causes and puts forward countermeasures to improve it.Presently,there are many researches on the incentive mechanism of civil servants,but there are few researches on the incentive mechanism of civil servants in supervisory organs.This paper studies the general direction of the incentive mechanism of S municipal supervisory organs through interviews and designs a questionnaire based on Maslow’s hierarchy of needs.It uses statistics to analyze the result of the questionnaire to know current situation of the incentive mechanism of municipal supervisory organs’ civil servants in S city.Combined with the theory of incentive mechanism,this paper summarizes the problems existing in the incentive mechanism of civil servants in S city supervisory organs and analyzes the reasons.According to the theory of strengthening and the incentive system of the judiciary and the independent commission against corruption of Hong Kong,the author puts forward the improvement measures.Through the research,this paper finds out the following problems in the incentive mechanism of civil servants in S city supervisory organs: Firstly,there are some grades of assessment and incentive,unfair allocation of quota of assessment and general assessment indicators.Secondly,there are unfair salary distribution and insufficient implementation of compensatory leave mechanism.Thirdly,there is unfair assessment result on promotion incentive,which leads to unfair promotion.Fourthly,there are some problems such as neglecting legal knowledge training in training incentive.The main reasons for the above problems of the current incentive mechanism are as follows: Firstly,the reform of the supervision system caused the change of the personnel composition,and the adjustment of the incentive mechanism lagged behind the reform of the supervision system;Secondly,there is the Equalitarianism in the civil service salary system;The third one is to ignore the interaction of internal factors among the incentive mechanisms;Fourthly,we ignore the needs of cadres at basic levels.Combining with the theory of incentive mechanism and referring to the judicial system reform in China,this paper puts forward some countermeasures to improve the system and execution.The author aims to find out the key points to stimulate the enthusiasm of the civil servants of the supervisory organs through the research on the incentive mechanism of the civil servants of the supervisory organs in S city,so as to improve the work satisfaction and work efficiency.It will provide useful reference for the implementation of the supervision system and facilitate the reform of the supervision system in China.
