Rural grassroots civil servants,mainly referring to civil servants below the county level.In recent years,with the rapid development of rural economy and society in China,the workload of township governments has increased significantly,and the adding pressure from various inspections,assessments,and accountability,rural grassroots civil servants often overworked,but the salary welfare benefits,rank promotion opportunities,work environment are not good enough.So some of them have lost enthusiasm for work,no promotion and no longer work hard,affect the efficiency of government work.Therefore,it is imperative to improve the rural grassroots civil servant incentive mechanism to effectively stimulate their work enthusiasm and improve administrative efficiency.Through interviews and research,we found that it analyzes the main problems of the grassroots civil servant's incentive mechanism.Such as incentive environment,incentive concept,incentive system,incentive mode.In particular,the salary system,promotion system,assessment system and performance management system need to be improved.The matching degree with the current economic and social development is not high enough,can not effectively meet the actual needs of rural grassroots civil servants.After research and analysis,this article believes that the improvement of the basic civil servant incentive mechanism should start from the following aspects: First,provide a good incentive environment for civil servants,including political ecological environment,economic ecological environment and cultural ecological environment.Second,appropriate adjustments to the existing incentive system should improve the relevant assessment system,salary and welfare system,training system and promotion system.The third is to scientifically integrate the relevant incentive elements and introduce more advanced incentive methods,not only focusing on economic incentives but also non-economic incentives,not only on positive incentives,but also on the appropriate use of negative incentives.Make better use of its synergy.
