Abstract/Summary:
From October 1,1993,the "Interim Regulations on National Civil Servants" to June 1,2019,the "People’s Republic of China Civil Servants Law"(revised in 2018)was officially implemented,and the management of civil servants in my country has gradually embarked on the road of legalization,institutionalization and modernization.Township governments,as the bottom of my country’s administrative organization system and state power,shoulder the major historical responsibilities and development tasks of policy implementation,rural construction and social stability,and the enthusiasm of township government civil servants is not only related to the implementation of national policies and tasks,but also It represents the credit and image of the local government and the central government.Therefore,it is particularly important to study the incentive mechanism of township civil servants.This paper,on the basis of sorting out many domestic studies on civil servant incentives,takes the differential incentive theory adopted by profit-making enterprise organizations as the theoretical basis,and selects D Town,which is located at the border of the administrative regions of Luoyang City and Sanmenxia City in Henan Province,as a case.The research object,through participatory observation and informal interviews and other research methods,determines the specific problems existing in the incentive mechanism of civil servants in D town and analyzes the reasons,and then puts forward relevant improvement countermeasures based on the differential incentive theory.Finally,this paper attempts to address the general problems of the incentive mechanism of civil servants in townships at the junction of administrative regions,represented by D Town,and puts forward applicable opinions and suggestions based on the theory of differentiated incentives.The study of the problem will contribute to the reform and development of the incentive mechanism of civil servants in other similar townships in our country.
