As the "nerve endings" of the national public service system,the rural grass-roots service system directly faces the daily production and life of rural residents.It is the "last kilometer" to identify and respond to the public service needs of farmers,and plays a key role in the process of resource allocation and regulation of rural construction.The report of the 19 th National Congress of the Communist Party of China in 2017 formally proposed the "Village Revitalization Strategy",which became the fundamental guide for rural development and progress in the new historical period.In 2018,the strategic plan for Rural Revitalization(2018-2022)was officially issued,which has made clear requirements and deployment for improving the rural grass-roots service system.The article takes the implementation of the rural revitalization strategy as the background of the times,and on the premise of grasping the essential connotation and practical requirements of the rural revitalization strategy and the inherent logic of the rural revitalization strategy and the rural grass-roots service system,this paper constructs the basic framework of the rural grass-roots service system in the new era from the Perspective of the organizational system,that is,the publicity of the value orientation,the diversity of element composition,and the integrity of the system operation,sensitivity of situational adjustment,and effectiveness of outcome output.Taking the theory of public goods,the theory of new public service and the theory of integrated government as the basic theory of research,Taking Y town as a case study,through field research and literature review,this paper analyzes the current situation of Y town’s public service system construction in the context of Rural Revitalization Strategy from five dimensions of value orientation,element composition,system operation,situational adjustment and outcome output.It was found that there are five major flaws such as deviation in service concept,insufficient effective supply,single element composition,fragmented operation mode,and weakened resilience,and analyzes the causes of the problem from five aspects,including capital supply,talent team,supply pattern,integration mechanism,and adjustment capacity.Finally,based on the objectives and requirements of the Rural Revitalization Strategy on improving the rural grass-roots service system and the policy opportunities it brings,a series of countermeasures and suggestions are put forward,such as reshaping the concept of public service,strengthening the supply of rural public service resources,building a "multi center" service network,improving the coordination and integration ability of the service system,and establishing an immediate and dynamic adjustment mechanism. |
