Research On Community Embedded Old-age Service Policy In Pidu District From The Perspective Of Policy Network Governance

Old-age care is a topic that each of us needs to consider sooner or later.To be supported when elderly is both a personal and social desire and responsibility.As the people’s need for a better life grows,the demand for old-age care services for the elderly has gradually changed from "to be supported when elderly" to "to be supported great when elderly".The topic of old-age care services is getting more and more attention from the whole society.The reason is that under the background of the continuous deepening of China’s aging,the supply of effective old-age care service is facing shortage.As a result,the government,as a macro-controller,has continuously promoted the socialization of old-age care services at the institutional level in recent years,encouraging and guiding private capital into the field of old-age care services.On the basis of the development of community old-age care,all regions began to explore the community embedded old-age service,combining community home care and institutional old-age care into one,and promoted it from the perspective of public policy.Pidu District of Chengdu is one of them.The theory of policy network governance is an extension of the connotation of the theory of policy networks,and is derived from the integration of policy network theory and governance theory.As an innovative social governance model,the policy network is not only different from the government and the market,but also inherits some of the main points of the two.Different participants gather based on the demand for scarce resources,and frequently interact and blend in the policy network to reach a consensus of values and rules of conduct.Under policy network governance,the main body of governance changes from one to multiple,the governance tools change from mandatory to flexible,the governance structure changes from straight lines to the network,and the governance mechanism changes from command and regulation to trust and negotiation.The complication of public issues requires multiple governance concepts across groups and organizations,instead of relying solely on government governance.This study takes the Pidu District of Chengdu as the research object,takes thepolicy network governance theory as the analysis perspective,and comprehensively uses the case study method,interview method,observation method and other research methods,and finds that there are many deficiencies such as a small number,unbalanced resource allocation,lack of effective communication,excessive pressure on old-age care service institutions,weak horizontal relationship between subjects,insufficient cooperation between subjects,lack of in-depth trust and consultation mechanisms,and insufficient learning mechanisms.Therefore,under the guidance of policy network governance,in order to improve service quality and improve the efficiency of policy implementation,Pidu District can adopt "expanding the participation of governance subjects,clarifying the exercise of powers and responsibilities;strengthening communication and contract governance tools,improving openness;reshaping network structure,deepening cooperation between the main body;establishing and improving efficient governance mechanism,developing mutual trust relationship " and other countermeasures.Pidu District’s community embedded old-age care service is ahead of the province.In terms of the operation and management of embedded old-age care institutions,the district also first established an old-age care service operation guidance center in the province,which is responsible for third-party professional institutions.For Pidu District itself,the case study of this article listened to the voices of some grassroots staff and the demand side of the old-age care service-the elderly and families,and analyzed the temporary difficulties faced by the community embedded old-age care practice and the next steps and suggestions from four aspects of governance main body,governance tools,governance structure,and governance mechanism,which is expected to further promote the community embedded old-age care and further improve the coverage of embedded old-age care facilities;for other regions with increasing aging,especially those with relatively low development levels,it proves the positive significance of introducing market mechanisms in home and community old-age care,as well as brings some enlightenment on how to deal with the neighbor avoidance effect in community old-age care and how to manage old-age care institutions embedded in communities.In addition,the old-age care institutions embedded in the community in Pidu District adopt a public-built and private-run approach.This research is onlya rough introduction about it for the time being.The governance of public-private partnerships in community embedded old-age care can be a future research topic.
