Study On Evaluation System Of Emergency Preparedness Ability For Public Health Emergencies At Airports

Since the 21 st century,with the rapid development of science and technology,economic globalization is now accelerating movement of personnel and products around the world.Because of the particularity of airports,once there is a public health emergency occurs,it will cause a series of hazards,so it is very important to improve the emergency management capabilities of airports.This paper focuses on the capabilities needed in the stage of emergency preparedness for public health emergencies in airports,and constructs a two-level evaluation index system including five first level indexes and thirty-nine second level indexes by Delphi method.Then uses AHP method to assign values to all levels of indexes,and establishes an evaluation model of emergency preparedness for public health emergencies in airports.In the process of practical application of the evaluation model,the fuzzy comprehensive evaluation method is used to evaluate the emergency preparedness capacity of Xi’an Xianyang Airport for public health emergencies.Through empirical analysis,the scientific of the evaluation model has been verified.By analyzing the scoring results applied by analysis model,the advantages and disadvantages of the port in the construction of emergency preparedness can be found easily.Xi’an Xianyang Airport’s public health emergency preparedness ability obtained 75.0685 points based on expert scoring,combined with the set evaluation level,it is clear that its ability is good.According to the scoring results,five countermeasures and suggestions are put forward for the construction of port emergency preparedness.Such as improving the information monitoring and early warning system,improving the port standard operating procedures and plans,establishing the assessment mechanism for public health emergencies,improving the professional level of emergency response team,and strengthening the training and drill of emergency management.
