Research On Construction Of The Rural Primary-Level Party Organizations In The New Era

Rural primary-level Party organizations are an important part of the organization system of the Communist Party of China,and the foundation and key for the Party’s governance in rural areas.Rural primary-level Party organizations take the important responsibility of educating,managing,and supervising Party members and cadres and organizing,communicating with,uniting,and serving the general public.The great achievements made in rural reform and development are inseparable from the construction of rural primary-level Party organizations.Socialism with Chinese characteristics has entered a new era.The rural economic structure and social conditions have undergone tremendous changes.Rural reforms have continued to deepen.The arduous historical tasks,such as a decisive victory in poverty alleviation and comprehensively rural vitalization,are requiring rural primary-level Party organizations to unite and lead the peasant masses to carry out together.At present,there are many problems in the construction of rural primary-level Party organizations that are not suitable for the development of rural economy and society,which have a noticeable impact on the implementation of the Party’s line,principles,policies,decisions and plans in rural areas.How to improve the quality of construction of rural primary-level Party organizations,maintain its advanced nature and purity,enhance its cohesion and centripetal force,promote agricultural and rural modernization,and effectively meet the ever-growing needs for a better life of the peasant masses is an important task of rural primary-level Party organizations.Based on this,this paper fully combines the theory and practice of construction of rural primary-level Party organizations,taking A District of Chongqing as an example to study the construction of rural primary-level Party organizations in the new era.This paper is divided into five parts.The first part is the introduction.It expounds the research background and significance of the construction of rural primary-level Party organizations,reviews the research status at home and abroad,finds out the weak points and future research trends,briefly explains the main content and methods of the research,and analyzes the key points,difficulties,innovation points and problems to be solved.The second part is the theoretical basis of the construction of rural primary-level Party organizations.It mainly combs and expounds the Marxist classical writers’ thoughts on the primary-level Party building and the rural primary-level Party building thoughts of the leaders of the Communist Party of China.The third part is the connotation of the construction of rural primary-level Party organizations in the new era.It mainly defines the relevant concepts of this study,expounds the main content and objectives of the construction of rural primary-level Party organizations in the new era.The fourth part is the current situation and existing problems of the construction of rural primary-level Party organizations in A District in the new era.It summarizes and expounds the current situation of the construction of the rural primary-level Party organizations in A District,and analyzes and discusses the problems existing in the construction of the rural primary-level Party organizations in A District from the aspects of team construction,working ability,ideological style,system construction and basic guarantee.The fifth part is the countermeasure suggestions on the construction of rural primary-level Party organizations in the new era.Aiming at the specific problems existing in the construction of rural primary-level Party organizations in A District,it discusses the countermeasures for strengthening the construction of rural primary-level Party organizations in the new era from five aspects of optimizing the structure of Party members,strengthening the education,demonstration and guidance,purifying the ideological style,enhancing the system construction and strengthening the grass-roots guarantee.
