A Research On The Rural Governance System Of "Three Governances Combined"

In the report to the 19 th National Congress of the COMMUNIST Party of China(CPC),General Secretary Xi Jinping pointed out that we should implement the strategy of rural revitalization,strengthen basic work in rural areas at the grassroots level,and improve the rural governance system that combines self-governance,rule of law and rule of virtue.In response to the call of the CPC Central Committee,various parts of the country have been actively exploring the construction of "three governance" combined with rural governance system to varying degrees.The combination of "three governance" and rural governance system,as the decisive content of national governance modernization,is not only the theoretical essence of social practice led by hundreds of millions of peasants by our Party,but also the action guide for our Party to carry out grass-roots work deployment in the new era.This article clarify the "three for" combining the ideas of the rural governance system of the origin,development and its characteristics on the basis of the combination of the country in several provinces of the "three" together with the present situation of the rural governance system,and the black dragon Jiang Yongfa township "three for" combining with the condition of the rural governance system detailed investigation,analysis of the current "three" and combined with the existing commonly in the construction of the rural governance system of "three" cognitive is not sufficient,"three" combination point of tangency uncertainty,"three" combination of protection mechanism is not sound,based on the analysis of the causes of the problems put forward the corresponding solution strategy.First of all,through the way of education and publicity to cultivate rural "three governance" combined governance consensus;Secondly,taking autonomy as the key point to realize the combination of "three governance",we should constantly innovate the mode of autonomy and stimulate the power of autonomy.Finally,by improving the guarantee mechanism of rural governance,the "three governance" combined with the rural governance system is improved.Trying to nowadays "three for" combining rural governance system has general applicability to set up a sound to provide policy guidance,to further improve the rural governance system,to promote grassroots governance in our country the legal system development,strengthen the basic people’s political consciousness,improve the villagers’ political participation ability,promote the basic people’s in political life from the inside,and actively to realize their own social main body,the state ownership status,make people gradually from spontaneous,at home to conscious,self,actively enjoy interests and bear governance the responsibility and obligation of the society.
