Research On The Rural Governance System Of "The Combination Of Three Governance"

Constructing the rural governance system is an important measure to realize effective rural governance and an important way to promote the smooth implementation of the rural revitalization strategy.Taking H village of Shanxi Province as an example,this paper analyzes the governance structure and governance mode of building the rural governance system in H village,and discusses the internal logic and operation mechanism of building the rural governance system.In view of the practical experience of the village governance system of H village and the difficulties it faces,a feasible way to optimize the village governance system is put forward.The first is the introduction.This part describes the research background and significance of the paper,and sorts out the data from three aspects: rural governance,rural governance system and the "combination of three governance" rural governance system.The research methods and ideas,the innovation points and shortcomings of the paper are also put forward in this part,and the general situation of the village is introduced.The second part is the body part of this paper.The first chapter analyzes the background of the "combination of three governance" rural governance system.As a major policy of the party and the state in rural work,the construction of rural governance system in the new era is gradually formed under the pressure of both the state and rural society.The second chapter analyzes the concrete practice of H village in constructing the "combination of three governance" rural governance system,sorts out its establishment process,analyzes the formation of its mechanism from three aspects of autonomy,rule of law and rule of virtue,and summarizes the operation logic of the rural governance system.The third chapter summarizes the results and experience of the "combination of three governance" rural governance system.When autonomy,rule of law,and rule of virtue jointly act on the same practice field,they promote the progressand development of rural society by virtue of their good "combination" governance function.The fourth chapter analyzes the dilemma and optimization path of the "combination of three governance" rural governance system.The research shows that the multiple rural forces,the system of institutions and rules,the system of public services,the governance platform and other governance resources are important to build the rural governance system.But at the same time,there are some problems that cannot be ignored,such as whether the linkage mechanism is formed inside and outside the village,whether the relationship between the village is balanced,whether the main body of rural governance is fully involved,whether the rural rule of law and the construction of the rule of virtue are integrated,etc.In view of this series of difficulties,put forward the optimization path: first,attach importance to the role of grassroots party organization in overall leadership,clear goal guidance;Second,maintain the reasonable positioning of township governments in the process of building the rural governance system,and improve the service functions of grassroots governments;Third,to ensure the full participation of the main body of the rural governance system,a number of measures to absorb the return of talent;Fourth,we must attach equal importance to the overall effect of autonomy,the rule of law and the rule of virtue in development.The last part is the conclusion of this paper.On the basis of the previous explorations,this paper holds that the key to the construction of the rural governance system in the new era lies in the integration,that is,the realization of the governance subjects,elements,ideas and mechanisms of each other.In the process of realization,there are different stages of development,each of which has problems that need to be solved urgently,and variations due to the uniqueness of the village.Therefore,in the process of constructing the rural governance system,we should pay attention to measures and key breakthroughs according to local conditions,and then promote the realization of effective rural governance and good rural governance.
