Qingdao is a big city of garrison,soldiers and resettlement.The current number base of retired military personnel is large.The problem of training and reemployment of this special group is well solved and has its own talents,which is beneficial to promote the implementation of the military-civilian integration strategy in Qingdao,optimize the labor resources structure of Qingdao,serve local economic development,and maintain social harmony and stability.However,due to the barriers between military and local knowledge and skills,it is difficult to effectively match the military skills acquired by retired military personnel with local jobs.They have been separated from society and the workplace for a long time.They are lack of advantage in fierce job competition.Therefore,strengthening research on the employment training system for retired military personnel,improving the quality of employment training for them in Qingdao,and promoting the transformation of military personnel resources for them into local construction personnel resources are of great practical significance for the defense,economic and social construction of Qingdao.In this paper,we take the employment training system for retired military personnel in Qingdao as the research object,starting from collecting policies and regulations on retired military personnel at the current stage,consulting domestic and foreign research on employment training issues for retired military personnel,and closely connecting with the author’s work practice to summarize the employment training for retired soldiers in Qingdao,analyzing the current policies,implementation methods and work effectiveness of the employment training of the retired military personnel in Qingdao.In addition,the problems existing in the employment training of retired military personnel in Qingdao are deeply explored in the aspects of management system,curriculum,supply and demand matching,platform construction,etc.At the same time,combined with a questionnaire survey of 2417 retired military personnel and 124 domestic enterprises in four urban districts in Qingdao City.The in-depth analysis of the employment training needs of retired military personnel in Qingdao was obtained through analysis.The advantages and disadvantages in competition,as well as the actual demand for employment training,and then clarify the focus and direction of employment training for retired soldiers.Based on this research,using the platform thinking and human resource development theory,Maslow’s demand level theory,and adult learning theory,From the five dimensions of course system,teacher system,platform system,evaluation system and management system,this paper puts forward the plan and guarantee measures for the construction of the employment training system of retired military personnel in Qingdao,so as to provide decisionmaking reference for the employment training of retired military personnel in Qingdao.
