| The housing problem is the basis of the people's livelihood.Military housing guarantee is also an important basis for the country's stable development.With accelerating the process of urbanization in China,military housing demand in first-tier cities such as Beijing is also increasing.It is urgently to meet the housing need for active-duty military personnel and retired personnel.Therefore,it is very necessary to further improve the existing military housing system according to the new situation.In the Chinese army,the current implementation of the housing security system is the Reform Plan For Further Deepen the Army Housing System issued by The Central Military Commission in 1999 "(hereinafter referred to as the" plan ").In this plan,it is the first to establish the military housing security idea " Allocation Monetization,Safeguard Social ".Up to now,although the plan has improved the wage level of military personnel to a certain extent,the original system design of "monetizing" and "social" role has not fully achieved.The housing situation of military retirees in some army is a microcosm for the housing problem of the present city garrison troops retired people.Through sampling survey the horsing situation of military retirees in some army,this paper finds out some problems existing in the current housing security system in the army.In order to explore the solutions to the related problems,combined with the military housing security experience in European countries as the United States,Russia,Britain,other countries in Asia and Africa as Japan,Egypt,this paper put forward the new thought "Development of Civil-military Integration Mode" in the aspect of the separation theory of the producer and arrangement in public product,the transaction cost theory,military logistics theory and so on.The purpose to write this paper is not only to solve the dilemma of present housing problem,but also to promote the further implementation and improvement of the plan. |
