Research On The Bottleneck In The Process Of Cultivating Community Social Organizations

With the development of society and the continuous improvement of people’s sense of democracy,the way that community residents participate in community governance is various and no longer limited to political ways such as neighborhood committees or village committees.In 2017,”Opinions of the Ministry of Civil Affairs on Cultivating and Developing Community Social Organizations” has clarified the future development direction of community social organizations.In the same year,Beijing proposed to vigorously cultivate and develop community social organizations,which provided policy support and guarantee for the development of Beijing community social organizations.Vigorously cultivating and developing community social organizations plays an important role in community construction.Efficiently operating community social organizations can enrich residents ’services content,meet the needs of residents,help expand the participation of residents,and promote residents’ autonomy.The development of community social organizations is of great significance to community governance and community construction.In recent years,professional organizations have been introduced into Beijing’s streets and communities to carry out a variety of community social organization cultivation.However,in practice,it is found that there are many difficulties and challenges for professional institutions to cultivate community social organizations.There are some obvious problems in the cultivation of community social organizations.For example,it is easy to start,but difficult to develop and lack of stamina.Therefore,this study takes the cultivation process of a professional institution as an example,summarizes the bottlenecks and solutions in the cultivation practice of professional institutions,and analyzes the support content of the cultivation project in the cultivation process,hoping to provide reference for the cultivation of community social organizations by professional institutions in the future.This study uses a qualitative research method to analyze the bottlenecks of the professional institutions in the cultivation process by interviewing the members of the project implementation team of the professional institutions involved in the cultivation of community social organizations.Based on this,this paper summarizes the solutions,and tries to discuss what kind of supoort have been obtained or is still lacking for social workers in the cultivation process from the perspective of social support.This study found that in the process of cultivating community social organizations,professional organizations usually have bottlenecks in five aspects: the determination of training direction and content,the cultivation of organizational leaders,the unity and stability of organizational member relations,the continuous development of activities,and the development of organizational transformation.With the support of community,community social organizations and organization teams,professional organizations have successfully broken through the bottleneck and promoted the orderly cultivation and development of community social organizations.At the same time,this study also discusses the support provided by the community to the community social organizations and professional institutions in the operation of the community social organization cultivation project,summarizes the support in the operation of the community social organization cultivation project,and puts forward suggestions for the lack of support from the three angles of the state,community andprofessional institutions.
