Research On The Cultivation Of Community Social Organization Under The Mode Of Three Societies Linkage

With the aid of the "three societies linkage" model,promoting the cultivation of social organizations in small and medium-sized urban and rural communities is an effective way to build a community for a better life,and it is also a key measure to modernize the national social governance system.The C community of Anqing City introduced a pilot project of three societies linkage under the government’s purchase of services,and carried out the pilot work through professional social work agencies in the community,and worked with the community and social workers to create a community governance and service model with local characteristics,and enhance the community’s public service capabilities.This article takes the “Small Red Hats” volunteer organization cultivation in C community in Anqing City as the research object.Under the request of the government to purchase service items,resident social workers go deep into the community,use questionnaire survey and interview methods to discover and dig out community problems and residents’ needs,and formulate.Specific work goals and detailed implementation plans.In the data collection and analysis of the resources available in the C community,it was found that community residents were not enthusiastic about participating in community volunteer organization activities,it was difficult to recruit members and the organization members were more interested in volunteer organizations.Low identity,lack of professional supervision in the cultivation process;insufficient understanding of C community work methods,staff and community resources by social work agencies,lack of integration and practical experience of resident social workers,and differences in service concepts between social workers and community workers larger.According to the theory of social systems,the author regards the government,communities,social work organizations and social workers in the pilot project as an operating system,and then uses the external support of the government,the social forces in the community,and the social work organization based on the social capital theory.The internal resources of network and social workers solve the predicament,incorporate the existing scattered volunteers in the community into the "Small Red Hats" volunteer organization,register and authenticate with real names,and transfer the community volunteer organization to the "Small Red Hats" party building organization for operation and management.It is recommended that the community the coalition government strengthens the supervision and guidance of social work organizations in the process of volunteer organization cultivation;social work organizations alleviate the dilemma of the organization’s stressful employment by linking university resources,provide practical training for resident social workers,and actively communicate with community residents to master the way of community work;etc.To solve the problem of the "Small Red Hats" volunteer organization cultivation process.After three months of practical work,the "Small Red Hats" volunteer organization in C community has formed a work model that is supervised by the government,led by the community,and effectively coordinated by social work organizations and social workers.Its organization,management,and operation are dependent on the community’s party building organization.Its service content is mainly party building + resident services,and its volunteer members are mainly party members.It has established and improved special systems for volunteer registration,service application,service provision,and point redemption rewards,and set up a We Chat mini program for volunteer services.Simplified and optimized the process of volunteer service development and evaluation,fully realized the effective link between party leaders and community residents,stimulated the vitality of volunteer organizations,combined with other governance effects in the community during the same period,and condensed into a local characteristic "123" Community Governance Work Methods.
