| Under the trend of diversification of community governance subjects,community social organisations are important participants in grassroots governance.Community social organisations can meet the needs of refined and accurate grassroots governance and play an irreplaceable role in community governance.In recent years,local governments have provided a lot of policy support for the development of community social organisations,actively promoted the cultivation of community social organisations to inject professional social work force into the process,and helped the development of community social organisations.In this context,this study adopts the semi-structural interview method and participatory observation method to conduct research in the H community,and summarises the difficulties faced by the original community social organisations in the development process,that is,the lack of standardisation of organisational management,the large resource dependence,and the low participation rate of residents.Combined with the actual situation of the H community,the causes of the problem are analysed,including the lack of professional management talents,the lack of resource acquisition ability,and the low identity of residents.In view of this,this study is guided by the dominant perspective,focusses on the internal strength and superior resources of the service object,and analyses the practical process of cultivating the "Little Orange Lantern" Ping An Volunteer Association in the H community around membership,resistance and empowerment,and then summarises the cultivation strategy and cultivation path of community social organisations.The study found that under the guidance of the dominant perspective,the practical process of cultivating community social organisations can be divided into three stages,namely,the early stage,the middle stage and the later stage of cultivation.The cultivation focusses on "membership" in the early stage.The specific practice process includes:first,the early publicity,close the relationship with the residents;second,find capable people and give full play to the leading role of capable people;third,mobilise the participation of the elderly to stimulate the motivation of the elderly to participate;fourth,establish a list of advantages to encourage team members to clarify;Fifth,establish a sense of identity among members and mobilise the enthusiasm of members.In the medium term of cultivation,it focusses on "resistance".In the process of practice,it adopts the "inside + outside" training method to strengthen the capacity building of the members of the organisation.Inside refers to household skills training and participatory learning practice,and outside refers to linking external resources to carry out training.The later stage of cultivation focusses on "empowerment".The specific practical process includes two aspects: first,determine the organisational structure and rules and regulations to promote the orderly development of the organisation;second,carry out services so that the organisation can truly move towards the road of independent development.Based on the practical process of cultivating the "Little Orange Lantern" Ping An Volunteer Association,this study found that the cultivation strategy of community social organisations from the perspective of advantages is reflected in three aspects,one is to pay attention to the complementary advantages of the community;the second is to enhance the motivation of organisation members to participate;and the third is to adhere to the gradual cultivation practice.From the perspective of advantages,the cultivation path of community social organisations is also reflected in three aspects.The first is to pay attention to the needs of residents;the second is to tap the capable people in the community;and the last is to standardise the operation of the organisatio... |
