Japan’s "Indo-Pacific concept" is a foreign strategy evolved from the changes of the international economic and political structure since the 21 st century,which is characterized by both passive response and active attack.Since modern times,the national strategies of Japan in most historical periods rarely involve the "Indo-Pacific",and Japan is not the first country to mention the concept of "Indo-Pacific".The formation and evolution of Japan’s "Indo-Pacific concept" is closely related to the two ruling by Shinzo Abe.According to Japanese official statements,Japan’s "Indo-Pacific concept" can be divided into three stages,namely,the "Indo-Pacific concept" stage,the "Indo-Pacific strategy" stage,and the "Indo-Pacific concept" stage.No matter in which stage,the development of relations with India occupies a very important position.Under Japan’s "Indo-Pacific concept",the cooperation between Japan and India is guaranteed by the strengthening of bilateral political relations and focuses on economic and security cooperation.The deepening of economic and security cooperation strengthens the strategic mutual trust between the two countries and promotes the further development of bilateral political relations.The strengthening of cooperation between Japan and India in the Indo-Pacific region is not only a choice based on their own interests,but also influenced by external factors such as China and the United States.Of course,there are some restrictive factors in the cooperation between Japan and India.In the future,Japan and India will continue to strengthen cooperation under Japan’s "Indo-Pacific concept",but will not form an alliance in the short term.Japan-India cooperation under Japan’s "Indo-Pacific concept" will worsen China’s surrounding security environment,threaten the safety of China’s maritime routes,and increase the cost of implementing China’s "One Belt And One Road" initiative,which China must respond to in a prudent manner.
