Into the new era,with the deepening of the country’s modernization process,China’s rural community governance has undergone a fundamental goal change.Rural community self-organization,as an important subjective force in grass-roots social governance,shows irreplaceable advantages in the practice of contemporary local governance.At present,the academic community has already got abundant achievements on community self-organization research,but the research mainly focuses on the types,capabilities,mechanisms and development paths of community self-organization,and the analysis of organizational operation mechanism in the process of governance practice is relatively insufficient.On this basis,it is necessary to take the form of case study to discuss and summarize the practice and operational logic of rural community self-organization in the new era governance environment based on the goal and requirement of national governance modernization.Combined with the governance practice of Zigui village council,by tracing the process of grassroots governance reform,we’ll find that there are three objective background reasons for rural communities to actively participate in the governance at this stage.First,the individual atomization and collective action dilemma resulted from the differentiation of the interests of the masses;Second,regional conflicts occurred frequently under the scale governance of"merging villages and groups";Third,many problems caused by the absence of village governance subject under the administrative trend of village committees have been intensified and spread in the practice of community governance.In Zigui’s case,the thought transformation from "community autonomy" to "village autonomy" is actually to meet the realistic needs of the reconstruction of the village governance subject under the new situation.And it is of great practical significance to make up for the vacuum of village governance and solve the dilemma of village governance.In the current governance network of Zigui,the interaction between the pluralist subjects,including the grassroots party organization,grassroots government,villagers committee,village members,has created the existing grassroots social governance structure,and the role and status of a single governance subject in this structural relationship determines the functional role it should have,and these functions can finally be realized by adopting corresponding behavioral strategies.So this paper mainly analyzes the operation logic of the village council in the process of rural grass-roots governance along the framework of "role-function-behavior".As an important organizational carrier of rural social governance at the present stage,the operation and development of village council can’t be separated from the common construction of multiple governance subjects.Based on autonomy to strengthen overall role cognition,the guidance of grassroots party organizations,the empowerment of grassroots governments,the overall guidance and planning of village committees,and the endogenous authority agreement of village members all work together to shape the village council,made which the leader of autonomy and practice,the practitioner of village governance and the bearer of public opinion.Then village councils can be integrated into the system of grassroots social governance organizations more quickly.And plays the organizational function of softening administrative power,strengthening social cohesion,condensing and expressing the fundamental interests of the masses,etc.From the existing practice,in order to give full play to its main function of participating in community governance,the village council mainly achieves the effect of benign operation through the behavior strategies such as rule recognition,concept reconstruction,resource integration and action incentive under specific governance environment.In addition,it should be clear that the governance in terms of modern development,village autonomy can only be regarded as a kind of process governance modality.With the deepening of rural reform,the village council will also face certain restrictions,such as the internal structure of the organization,external resources,and the risk of the attached administration of the organization,etc.Therefore,in the subsequent development,it can be paid attention to and further improved from the aspects of the optimization of the internal structure of the organization,the institutionalization and standardization of the organization’s own construction and the construction of inter-organizational relations. |
