Study On The Role Of Village Rules And Regulations In Rural Governance

Rural rejuvenation,effective governance is the foundation.The level of primary-level governance directly affects the modernization level of a region and a city.In recent years,important documents such as the Central Document No.1 and the 19 th National Congress of the Communist Party of China have made clear arrangements for deepening villagers ’self-governance practices and exploring innovations in rural governance.General Secretary Xi Jinping has also made important instructions many times during meetings and investigations.Related documents have also been issued by the Agricultural Office,the Central Organization Department,the Central Propaganda Department,the Central Civilization Office,and the Agriculture and Rural Department.As a "convention" endorsed by the villagers,the village rules and regulations have become a new paradigm for villagers ’selfgovernance,which is of great significance for solving villagers’ conflicts,maintaining rural order,and solving rural governance problems.The author has extensively studied domestic and foreign literatures on village rules and regulations,rural rules and regulations and rural governance,and comprehensively used theoretical tools such as autonomous governance theory and social capital theory.Through field investigations in a number of villages in Town G,Zhengzhou City,I obtained first-hand data and information,and learned that most of the old rural internal management standards have been unable to solve the existing primary-level contradictions.The primary-level governance efficiency is low,and the contradictions are difficult to resolve.Seriously affecting the harmony and stability of primary-level society.In order to solve the problem of primary-level governance,the Party committee and government of Town G play a coordinating role and adhere to the four principles of legitimacy,democracy,practicality and dynamics to formulate the village rules and regulations,strengthen the core role of the leadership of primary-level party organizations,use The "Seven-Step Work Law" formulates and implements the village rules and regulations,explores and establishes the G-town model of party building leading innovative primary-level social governance,and hasachieved good results.The investigation found that problems such as legality and low effectiveness emerged from the drafting and implementation of the village rules and regulations and the implementation of the village agreement.The reasons were analyzed from the aspects of the evaluation system,supervision mechanism and the combination of the rule of virtue,the rule of law,and autonomy.And then put forward countermeasures to solve the problem.Combining actual cases,the author excavates,sorts out,and analyzes the role of village rules and regulations in the context of improving the rural governance system.At the same time,it summarizes the limitations of village rules and regulations,and then puts forward countermeasures and suggestions in order to provide reference examples for other regions.
