Study On The Role Of Village Rules And Regulations In Rural Governance

The Party Central Committee with General Secretary Xi Jinping as the core of the Party attaches great importance to the important role of the village rules and regulations in promoting villagers’ self-government and regulating social governance.It has repeatedly played the role of village rules and regulations to make new directions and reforms.As a norm formed in the process of rural social development,the village rules and regulations are closely related to the life of the villagers.Through the joint formulation and observance of rules,it effectively restricts and guides the behavior of the villagers,thus promoting the development of the village,promoting the transfer of customs and inheritance.Excellent traditional culture,carrying forward the main theme of the times,and realizing the revitalization of the countryside play an irreplaceable role.This paper combines the research results of the domestic and rural regulations on the role of village regulation in rural governance,using informal institutional theory,good governance theory,self-governance theory,and using research methods such as literature research and interviews to comprehensively address the role of village regulations in rural governance.Through the analysis of the survey results,this paper divides the role of village regulations in rural social governance into government-led and village-level two-government-oriented,and analyzes the village regulations and the villagers’ self-management and promotion.The role of rural ecological environment construction,promoting equality between men and women,and raising the concept of villagers’ legal system.But there are certain limitations: the legitimacy of village regulations being questioned,the restraining effect on the villagers is not strong,the democratic role of promoting citizen participation is insufficient,and the role of strengthening the villagers’ autonomy is insufficient.These limitations have affected the role of the village rules and regulations.From the aspects of perfecting the text content of village regulations,improving the authority of village regulations,promoting the active participation of villagers,and improving the self-governing ability of villagers,this paper puts forward some countermeasures and suggestions to promote the role of village regulations in the rural governance.As an endogenous resource in rural governance,the village rules and regulations combine various factors such as social morality,rural style,family style,and national law,and innovate the rural governance model in a localized way.Through the study of the role of village regulations in rural governance,this paper aims to cultivate the villagers’ sense of self-government and legal system,promote the civilized development of rural society,build a governance structure of rural co-construction and common governance,and realize the integration of rural autonomy,moral rule and rule of law.
