Research On The Role Of Village Rules And Regulations In Rural Governance

In recent years,all parts of the country have been strengthening and improving the construction of village rules and regulations to ensure "effective governance" in rural areas and achieve good rural governance.The report of the 20 th National Congress of the Communist Party of China pointed out that emphasizing the development of people’s democracy in the whole process and improve the mechanism of grassroots mass autonomy under the leadership of grassroots party organizations,improve the system and work system of grassroots direct democracy,and village rules and regulations are an important manifestation of the grassroots direct democracy system.It is necessary to strengthen the basic work in rural areas and improve the rural governance system that combines autonomy,rule of law and rule of virtue,village rules and regulations are an important means to promote grassroots village governance in the new era.This research selects Longxingchang Town,Wuyuan County,Bayannur City,Inner Mongolia as the research point,based on institutional element theory and autonomous governance theory,studied village regulations and residents of 18 administrative villages in Longxingchang Town,Wuyuan County,Bayannur City,about the research object,combined with research methods such as literature research,in-depth interviews,questionnaires and other research methods,strive to explore the whole process of village rules and regulations playing a role in rural governance.In investigating the current situation of village rules and regulations in 18 administrative villages in Longxingchang Town,the author found that the problems in the implementation of village rules and regulations in Longxingchang Town mainly included the lack of Villagers’ participation,and villagers’ motivation to practice is insufficient,the insufficient fullness of the content,and the lack of supervision of disciplinary measures,and then analyzed the main reasons from five aspects: lack of government guidance and supervision,no scientific evaluation of the content,insufficient implementation in combination with public opinion,lack of identification of villagers with the collective,and weak economic foundation of the village collective.In view of this,this paper puts forward countermeasures to effectively improve the positive role of village rules and regulations in rural governance from six aspects:giving play to the administrative guidance function,improving the administrative review mechanism,implementing the moral supervision model,establishing family creditworthiness files,mandatory to be proactive,and improving the welfare reward and punishment mechanism.Finally,the author summarizes the research conclusions and looks forward to the subsequent research directions.This study is conducive to local governance entities to find out problems,summarize experience and shortcomings,make village rules and regulations play a greater role in rural governance,and hope to have reference and enlightenment for other league cities in Inner Mongolia Autonomous Region to implement village rules and regulations.
