Research On The Role Of Social Organizations In Promoting Community Particiation

The community is the most basic level of the society,and is also an important part of the innovation of social governance.Community participation is the most critical part in community governance,and it is also the most difficult part to obtain the effect of administrative management.For a long time,our country is in a pattern of strong government and weak society.But in the new situation in which community changed diverse and complex,the traditional community management by the government is meeting difficulty to meet the demand,thus it is bound to seek private power assistance,to explore new mode of community governance.Party of the third Plenary Session of the 18 th CPC Central Committee and the No.1 topic of Shanghai municipal Party committee with the theme of innovating social governance and strengthening the construction of the basic level,proposed to play the role of social forces to promote the diversification of community participation,to promote the masses to self-management,service,education and supervision,make the government governance,the social adjustment and the residents’ self-governance make sense at one time.It pointed out the direction for the innovation of community governance.Social organizations have more flexibility,more geographical advantages and more professional skills compared with the traditional mode of government management,so that they could play a positive role in promoting community participation of the residents.But at the same time,they also have many limitations and shortcomings.Thus,there is a lot of room for improvement for the social organizations to become the backbone to promote community participation.The purpose of this paper is to analyze the strengths and weaknesses of both the social organizations and government departments in creating community social capital in the community and promote community participation from the perspective of social capital theory.Supplemented with the typical case of two social organizations in Xuhui District,Shanghai,to summary and compare the experience of promoting community participation,and to discussed the promotion spreading value and practical problems,and also to put forward the countermeasures and suggestions,to explore the cooperation mode of government and social organizations in promoting community participation,and to promote the deepening of community participation.
