The Government Purchase Of Public Services From Social Organizations:Problems And Countermeasures

In the 1980s,the new public management movement,which takes efficiency,effectiveness,fairness as its core value emerged.Many countries have explored government purchase as their main ways to provide public services,and have accumulated a lot of valuable experience in government purchase of public services,which include pension services,rescue services,child welfare,day care management,community corrections,drug treatment services,foreign personnel management and employment assistance,etc.Since the Reform and Opening,China has actively sought the path of economic reform and administrative reform,the exploration and practice of government purchase of public services from social organizations is in the ascendant,but in the process it also exposed many problems.This paper used the method of literature research and field trips.It started with the theoretical analysis of the government purchase of public services from the social organizations,and then described the current status and achievements of the government purchase of public services from the social organizations.Combined with the field trip of Shenzhen,this paper analysis the problems of the government purchase of public services from social organizations from four different aspects,government purchase idea,purchase mechanism,evaluation mechanism and social organizations themselves,and analysis the reasons of causing these problems.Then this paper puts forward some specific suggestions and countermeasures from the aspects of ensuring the policy orientation,consummating the mechanism of purchase,strengthening supervision and management,cultivating the social organizations.Hoping it can provide several valuable references for the development of the theory and practice of government purchase of public services from social organizations.
