Efficiency Evaluation And Countermeasure Research Of Regional Cultural Industry In Gansu Province

As a low-consumption,high-value-added tertiary industry,the cultural industry can fully meet the new requirements of the supply-side structural reform in the new era and has become the focus of China's economic and social development.As a province with rich historical and cultural resources and unique natural resources,in recent years,driven by the “Belt and Road Initiative” and the strategy of the Chinese civilization inheritance zone,the development of the cultural industry has accelerated and the scale and strength have been continuously improved.However,the cultural efficiency of Gansu Province is relatively low,and the cultures of various regions in the province,and there are significant differences in the development of cultural industries in various regions of the province.In view of this,how to improve the efficiency of the cultural industry in Gansu Province,narrow the gap between regions,and enhance the overall strength of the cultural industry is an urgent problem to be solved.Firstly,the article systematically combs the concepts and theories related to the cultural industry,lays a theoretical foundation for the development of the full-text content,and then analyzes the status quo of the cultural industry and the development level of the cultural industry in Gansu Province,and clarifies the advantages and advantages of the cultural industry development in Gansu Province.Insufficient,then build a regional cultural industry efficiency evaluation system based on this,using DEA-BCC model and Malmquist model to measure the efficiency of cultural industry in various regions of Gansu Province in 2011-2016,and draw the following conclusions: From a static point of view,the overall level of cultural industry efficiency in Gansu Province is low,and there is still a big gap between the effective level.It is mainly due to the inefficiency of scale efficiency and technical efficiency.At the same time,the development of various regions in the province is not balanced,but most regions are in a state of increasing returns to scale,which means that further expansion of the scale of the industry can increase the added value of cultural products and services.From a dynamic point of view,although the total factor productivity of cultural industry in Gansu Province shows a growing trend,the growth rate is not stable,and the regional differences are obvious,but the overall trend is shrinking year by year.Specifically,the growth of cultural industry efficiency mainly comes from technology.Progress is subject to the decline of technical efficiency.Therefore,on the basis of continuing technological innovation,we must pay attention to the improvement of technical efficiency and further improve the management technology level and resource allocation capability.Finally,based on the empirical results,combined with the national development strategy and the actual development of Gansu Province,it proposes relevant countermeasures to improve the efficiency of Gansu's cultural industry and enhance the overall strength of the industry.
