Research On The Functions Of Local Government In The Protection And Development Of Ancient Cities

The report of the 19 th National Congress clearly clarified the positioning of cultural construction in the overall layout of socialist construction with Chinese characteristics.As an important carrier of the integration of Chinese traditional culture and contemporary culture,the ancient city,under such an important opportunity,how to make it maintain its characteristics.On the basis of the rhyme,a new vitality is created,and the reasonable combination of protection and development is particularly important,and the success of its protection and development also determines the overall level of the cultural construction of the ancient city in China.In the protection and development of ancient cities,local governments,as the public entities of social life order planning,bear the most important responsibility,especially in the implementation of functions such as planning and guidance,social management and governance,economic management and cultural construction.In fact,the functions of local governments in the protection and development of ancient cities have more or less problems such as “missing”,“offside” and “misplacement”,which has led to contradictions in the protection and development of ancient cities.Many problems have emerged.To a certain extent,it deviated from the original intention of the protection and development of the ancient city and affected the completion of the expected goal.From the perspective of government public management,this paper combines the achievements of domestic and foreign academic circles in the protection and development of ancient cities and the study of local government functions.The paper begins to define the domain and related core concepts of this article and clarifies the relationship between protection and development.Secondly,taking Shanhaiguan Ancient City as the research case,the local government’s function in the protection and development of the ancient city is taken as the research content.On the basis of sorting out the historical evolution of Shanhaiguan ancient city protection,the relevant planning documents of the Shanhaiguan District Government are reviewed and researched,and the people are investigated.Interviews focused on the misplacement of government functions and the reasons for the protection of ancient cities,especially the adverse effects on the protection and development of Shanhaiguan ancient city.Through the selection of government functions,innovative practices and experience in the protection and development of ancient and ancient cities in Suzhou(the ancient city of Suzhou,the ancient city of Paris,France),the countermeasures and suggestions for the improvement of the functions of the Shanhaiguan District Government and other local governments in the protection and development of the ancient city are proposed.Specific suggestions were put forward from the perspectives of protection development concept,functional orientation,institutional mechanism,legal system,and multiple participation.
