The tuition free policy for students majoring in drama in secondary vocational schools in Shantou is a policy issued by the government from the national level to the local level in order to support the local opera under the background of the shrinking opera industry and the crisis of opera education.The policy aims at the students majoring in Chaozhou opera performance and Chaozhou music in secondary vocational schools to implement tuition free and accommodation free measures,in order to cultivate excellent Chaozhou opera talents,improve the quality of Chaozhou opera education,and promote the prosperity and development of Chaozhou Opera.The effect of policy implementation will affect the quality of talent training and the inheritance and development of Chaozhou opera in Shantou.This paper evaluates the tuition free policy for students majoring in drama in secondary vocational schools in Shantou.On the one hand,it can enrich the theoretical system of tuition free policy for students majoring in drama in secondary vocational schools in Shantou.On the other hand,it provides an operational evaluation tool for Shantou government and relevant departments to evaluate the implementation effect of tuition free policy,so as to improve the training and guarantee mechanism of opera talents and promote opera education and the inheritance and development of Chaozhou opera.Researching the literature and theory on tuition free policy,drama education policy and policy evaluation,this study describes the background,objectives,contents and implementation process of the tuition free policy for students majoring in drama in secondary vocational schools in Shantou.Based on Vedung’s stakeholder policy evaluation model and social equity theory,this paper constructs an evaluation system of tuition free policy for students majoring in drama in secondary vocational schools in Shantou.The evaluation system includes two primary indicators,which are fact and value,and six secondary indicators,which are the level of the attainment of policy objectives,the impact of policies on students,and the impact of policies on other stakeholders,satisfaction,fairness,responsiveness,the secondary indicators are divided into 21 third level indicators.According to the evaluation index system,two sets of questionnaires were designed for students and teachers,and other policy stakeholders were interviewed.Quantitative analysis and qualitative analysis are carried out on the survey data and interview results.In order to make the evaluation results more scientific and intuitive,the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method are used to conduct a comprehensive analysis of the questionnaire data.The comprehensive score of the evaluation of tuition free policy for students majoring in drama in secondary vocational schools in Shantou is in a good level.It is found that there are some problems in the implementation of the policy,such as the promotion effect of the policy is not great,the quality of opera education is not high,the result of policy implementation is unfair,and the talent training of schools can not meet the needs of the industry and society.The author analyzes the causes of the problems from the following aspects:the status of secondary vocational opera education has no actual improvement,there are many restrictive factors in opera education,the unequal rights and obligations of students who benefit from the tuition free policy,and the disconnection between school education and society.At last the research puts forward the optimization suggestions,mainly including four aspects:increasing publicity to improve the social status of opera in secondary vocational schools,improving the conditions of running schools to improve the quality of talent training,establishing and perfecting a system to achieve the fairness of policy results,establishing the cooperation between schools and troupes to promote the inheritance and development of Chaozhou opera. |
