The Research On The Coordination Of Policy For Culture Industry In Hubei

The cultural industry is an industry with advantages such as low carbon,green,and high added value.It can promote the growth of the national economy while bringing social benefits from ideology and spiritual civilization.The cultural industry is one of the important development path choices for countries in the world to realize the transformation of economic development methods and the optimization and upgrading of the industrial structure.In order to make the construction of the cultural industry not lag behind the development of the times,China has gradually paid more and more attention to the development of the cultural industry from the Party Central Committee to local provinces and cities,and has successively introduced and supported various corresponding cultural industry policies to guide and promote the development of cultural industry.Some of them have played a positive role while some of them have been not effective.How to evaluate the effects of these cultural industry policies,especially the evaluation and analysis of the characteristics of the policy text and the quality of the policy,is particularly important.As an emerging policy management model that combines synergy theory and policy science,the research perspective of policy synergy gives policy evaluation a whole new dimension to consider,it can consider the overall synergy of a policy,the state of synergy between different types of policy measures,and the state of synergy between different types of policy goals from the policy text itself,and then it can grasp the bias and deficiency of a policy in the use of measures and goal orientation.This article takes the cultural industry policy texts promulgated at the provincial level in Hubei Province from 2008 to 2019 as the research object.Through the establishment of scientific quantitative standards and the construction of a policy synergy measurement model,from the perspective of policy synergy,the overall synergy of the cultural industry policies of Hubei Province in the past eleven years,the state of synergy between policies measures,and the state of synergy between policy objectives are analyzed.The results show that from the perspective of overall synergy,the degree of synergy between the cultural industry policies of Hubei Province during the eleven years from 2008 to 2019 is basically between barely synergy and good synergy.From the degree of synergy between different types of policy measures and the synergy between different types of policy goals,the degree of synergy between different types of policy measures and the degree of synergy between different types of policy objectives are significantly different.Based on this,the problems existing in the coordination of cultural industry policies measures and the coordination of policy objectives in Hubei Province are analyzed and corresponding suggestions are put forward.These suggestions are follow,emphasizing the use of financial measures from the perspective of providing preferential financial credit policies and good financial services to strengthen the synergy between financial measures and other policy measures,emphasizing the use of administrative measures from the aspects of establishing an orderly guidance system and a sound system to strengthen the coordination between administrative measures and other policy measures,promoting synergy between cultural protection and other policy goals from the perspective of intangible cultural heritage and intellectual property,promoting the coordination between cultural innovation goals and other policy goals in terms of encouraging cultural product innovation and fostering new cultural formats.
