Study On Hebei Culture Industry Policy

Culture, a nation's spirit and soul, plays a crucial role in a nation's power revealing.The culture strength has a profound impact on the developing process of a country,deciding the current and future development of a nation. Nowadays, the emerging and rising culture industry has become a world trend, which is also a focus of international soft strength competition.Since the Sixteenth Party Congress, the Party Central Committee has put the significance of culture construction at an unprecedented position. The culture industry of China has achieved an enormous outcome. The culture industry policy, which has great influence on the healthy development of cultural industry, stays at the center of its development. The influence mainly consists of four aspects, that is:speeding up the development of cultural industry; guiding the adjustment of cultural industry structure;standardizing the order of market competition; promoting the international competence of cultural industry.Though Hebei Province has abundance of culture resources and geography advantages,Hebei has not stepped from a large cultural province into a powerful cultural province,which lies not only in its own industry structure, but also in the incompleteness of the cultural policy. As a result, it shall be a central work for the culture industry development of Hebei Province to formulate proactive policies and to construct culture industry system that is fit for its conditions and culture development request. In this paper, the development history of Hebei Province cultural industry policy is firstly reviewed. Then, the current problems existing in its culture industry policy is analyzed.The problems are as follows: lacking for systematic policy about cultural industry;relatively old and stuffy cultural industry policies; not implementing the policies; the lack of aids policy. In order to create a good environment for the sustainable development of Hebei's cultural industry, the cultural industry policy must be fully made use of, and the problems existing in the practice must be dealt with carefully. Under the current circumstances of the development of the cultural industry in our province, we should promote the reformation of cultural industry system, promote the innovation and improvement of various cultural industry policies, and improve the implementation of cultural industry policies, which should become the focus of policy formulation and implementation in our province in the future.
