The Study On The Problem Of Military Grain In Sichuan Province During The Period Of The Comprehensive Anti Japanese War

From the outbreak of the comprehensive anti Japanese War to the end of the Wuhan war,the war zones were mainly concentrated in the southeast coastal areas and grain producing provinces.In addition,the grain supply was sufficient and the grain price was relatively stable.Therefore,it was relatively easy for the national government to prepare military grain during this period,and the main way of military grain supply was "the integration of grain and pay".After the fall of the main grain producing provinces one after another,the price of grain in the whole country continued to rise,while the number of fighters continued to increase,making it increasingly difficult to prepare for military grain.In view of this,the national government timely adjusted the wartime military grain supply policy,mastered a large amount of grain by means of land tax collection,purchase,borrowing and other means,and gradually evolved the former military grain supply mode of "grain and rates integration" into "grain and rates division,staple food public supply".In order to ensure the supply of military grain,the national government set up special grain administration and military grain organs in order to have the same rights and responsibilities.After the national government moved its capital to Chongqing,the number of troops stationed in Sichuan Province and Chongqing city increased greatly.As a rear area province in wartime,Sichuan Province played an increasingly important role in ensuring the supply of military supplies.This paper mainly investigates the military grain problem in Sichuan Province during the Anti Japanese War,focusing on the field tax collection and the military grain problem in Sichuan Province after the establishment of the Grain Administration Bureau of Sichuan Province and the grain storage and Transportation Bureau of Sichuan Province.The article is divided into four chapters: the first chapter mainly summarizes the situation of the collection of military grain and military pay in Sichuan Province before the outbreak of the comprehensive anti Japanese War,combs the stages of the military grain supply of the national government after the outbreak of the comprehensive anti Japanese War,the military grain organs established by the central government and the Sichuan provincial government in each period,the main military grain policies promulgated by the national government and the specific implementation measures formulated by Sichuan Province.The second chapter focuses on the wartime military grain collection work in Sichuan Province,mainly analyzes the propaganda and mobilization of the wartime grain administration,the ways of military grain collection,the tasks of military grain collection over the years,the specific process and results of military grain collection,and combs and analyzes the problems and disadvantages in the process of military grain collection.The third chapter focuses on the storage,transportation and allocation of military grain in Sichuan during the Anti Japanese war.Wartime military grain storage in Sichuan Province can be roughly divided into military grain organ storage and county and township storage.Therefore,this paper discusses the construction and quantity of all kinds of warehouses in Sichuan Province during wartime,and analyzes the warehousing,storage,ex warehouse and other links of wartime military grain storage.The transportation of military grain is essential from collection to storage and then to allocation.During wartime,the transportation of military grain in Sichuan Province mainly takes human resources,transportation and transportation This paper first makes a detailed investigation on the transportation routes and tools of these three modes,then analyzes the specific situation of Sichuan military grain transportation organization setting,freight given standards,etc.,and finally discusses the allocation organization,allocation procedures,given standards,etc.The last part is the conclusion.Generally speaking,although there were many problems in the process of handling military supplies in Sichuan during the war,which reduced the effectiveness of handling military supplies to a certain extent,during the Anti Japanese War,Sichuan still made brilliant achievements in handling military supplies.It not only solved the needs of the troops stationed in the province,but also helped the front and rear troops in the fifth and sixth war zones,Xi kang,Yunnan,Shaanxi,etc During the war,Sichuan’s agriculture,transportation,storage and other related industries developed.Sichuan’s military grain successfully organized and stabilized the rear order,supported the front war,and made outstanding contributions and great achievements for the Chinese nation to win the Anti Japanese War and the world people to win the anti fascist war.
