Study Of The River Way Management System In Jiangxi Province In Qing Dynasty

Based on the historical evolution of Jiangxi river way management system in the Qing Dynasty,this paper analyzes the dual factors of government and local government in the reform of river way management system,and discusses the important influence of river governance on social development,so as to deepen the understanding of river channels in grass-roots social management and control in the Qing Dynasty.The dynasties paid great attention to the local social control.from the intervention of the rural elite in Tang and Song Dynasties to the widespread implementation of the armour protection system in Ming and Qing Dynasties,the construction of the basic social control system system has been concerned by the rulers.Since Ming and Qing Dynasties,the demand for water transportation and the rapid development of the economy of the towns and towns have attracted more and more attention to the management of river way system throughout the country.The canal healing of river way channel has become the key to the safety and social control of grain transportation.In the early Qing Dynasty,the government quickly rebuilt the river way management system through a series of institutional innovation,and Jiangxi river channel was also peaceful.However,with the social unrest in the South intensified in the late middle and late period,the bureaucratic system became increasingly corrupt,and the problems such as river congestion,smuggling and rampant and bandits rampant appeared,and the river way management was almost out of control.During the Qianjia period,Jiangxi local officials and gentry wrote books and made suggestions in order to rebuild the river way management system.During Daoguang,the government vigorously implemented the policy of "sending members to patrol the river in sections".It set up full-time River patrol members in each section of the river,raised funds for river patrol,encouraged the gentry group to participate,committed to dredging the river,eliminating the bandits on the river surface,strengthening the control of ship owners,thus re establishing the river way management mechanism in Jiangxi Province and further strengthening the control of the grass-roots society.
