Research On The Performance Of Basic Public Cultural Service Expenditure In Jiangsu Province

The "14th Five-Year Plan" and the 2035 long-term goals mentioned:strive to achieve the equalization of basic public services,improve the quality of public cultural services,strengthen institutional construction and institutional innovation,promote cultural dissemination,promotion,exchanges and reference,and better guarantee Cultural rights and interests of the people.Today,the construction of basic public cultural services is moving towards standardization and equalization,which is the result of the joint efforts of the country and the people.Jiangsu Province has further promoted the standardization and equalization of basic public cultural services,so that urban and rural residents can better participate in cultural activities and enjoy cultural life.This paper first analyzes the current situation of basic public cultural service expenditure in Jiangsu Province theoretically,and then constructs a performance evaluation index system for basic public cultural service expenditure in Jiangsu Province.At the same time,using the Malmquist index evaluation method to measure the dynamic performance of basic public cultural service expenditure in Jiangsu Province.In addition,considering environmental variables such as per capita disposable income,degree of opening to the outside world,scale of fiscal expenditure,the proportion of public cultural expenditure in general public budget expenditure,urbanization level,population density,and per capita GDP,the comprehensive technical analysis of basic public cultural service expenditure in Jiangsu Province The effect of efficiency was analyzed using the Tobit model.The main conclusions reached: First,through static analysis,it is concluded that the expenditure efficiency of basic public cultural services in Jiangsu Province is not as effective as DEA,and most prefecture-level cities still have inefficient behaviors of different types and degrees.Second,through dynamic analysis,it can be seen that the overall efficiency of Jiangsu Province has increased,and technological progress is the key.Third,the DEA-Tobit regression analysis shows that the scale of financial expenditure,the proportion of public cultural expenditure in general public budget expenditure,and the per capita GDP will have a significant negative impact on the comprehensive technical efficiency of financial expenditure on basic public cultural services in Jiangsu Province.The per capita disposable income and population density will have a significant positive impact on the comprehensive technical efficiency of financial expenditures for basic public cultural services in Jiangsu Province.However,the degree of opening to the outside world and the level of urbanization will not have an impact on the comprehensive technical efficiency of financial expenditures for basic public cultural services in Jiangsu Province.Finally,targeted suggestions are put forward: first,improve the efficiency of fiscal expenditure and avoid waste of resources;second,coordinate regional development to achieve equal development;third,improve the official evaluation system;fourth,increase the participation of the masses.
