Research On The Government Functions In The Protection And Utilization Of Cultural Relic Unit

On July 14,2019,a serious fire broke out at Deming Hotel(Hanjiang Hotel)which is the cultural relics protection unit at the provincial level in Jiang’an District,Wuhan,causing great concern in China.Compared with the accidents at National Museum of Brazil and Notre Dame,the fire was relatively minor,but it was still enough to set off alarm bells.In the regions where the cultural relics protection units are highly concentrated,it is very important for the local governments to perform their functions better and play the role of "gatekeepers".In today’s world,the awareness of cultural heritage protection is increasing day by day,the value of cultural relics and cultural heritage are highly valued,and the government,social organizations and the public are paying close attention to them.Although the definition of foreign historical and cultural heritage protection mechanism is different from that of domestic cultural relic protection unit system,there are still several similarities.Based on the literature review at home and abroad,using the synergy governance theory and sustainable development theory,etc.,this paper clearly makes the basic path of the research by using the methods of literature research,questionnaire survey,comparative analysis,and so on.First of all,this paper sorts out the basic functions that the local government needs to perform,next takes Jiang’an District as an example to sum up the work effect,and then analyzes the situation of the main body of cultural relic utilization and the division of right and responsibility.On this basis,a questionnaire is made and distributed,and a satisfaction survey and status analysis are carried out.Based on the case analysis of Jiang’an District,this paper synthesizes the problems existing in other provinces,cities and regions and sums up the difficulties of mutual existence in capital,manpower,mechanism,consciousness,and the problems of weak initiative and insufficient innovation,and makes an in-depth analysis of the problems existing in Jiang’an District.A Stone from other hills may serve to polish the jade of this one.Based on the excellent experience in the protection of cultural heritage in Italy,France,neighboring countries in Asia such as Japan and South Korea,as well as good practices in domestic cities such as Beijing,Xi’an,Shanghai,Nanjing and other cities,this paper summarize the aspects worthy of learning and reference,such as institutional mechanism,legal environment,social participation,personnel training,etc.in these countries and cities to improve the performance of local government functions to provide a model for reference.On the basis of fully learning the advanced and improving the ability,the local government of our country also needs other optimization in the performance of the protection and utilization functions of the cultural relic unit,such as the perfection of the system and mechanism,the "untying" from higher authorities,and the local character by deeply dinging,etc..Only with the combination of theory and practice,foreign and local,we can really walk out a right path which is suitable for our own reality and public interests.
