Advice To The State Administration Of Cultural Heritage Regulating Cultural Relic Auction Industry In The Process Of Transformation Of Government Functions

The emergence and development of cultural relic auction industry,push the circulation of popular portable antiquities.Gives the cultural relic real value and makes the cultural exchange a scene of prosperity.But some substandard behaviors in cultural relic auction industry made serious problems——increasing grave robbery became orbicular industry chains,brought unearthed relics into circulation,while those relics belong to our country.Ultimately results the loss of state assets and the snap of historical clue.It is considered that the government nonfeasance and makes social opinion's dissatisfied to the State Administration of Cultural Heritage.I study the cultural relic auction through document research,on-the-spot investigation and interview method.I combed the regulatory process in the past twenty-four years by document research.I studied the current situation and problems the cultural relic auction industry faced by on-the-spot investigation.In this section I found the cause and misspecification behavior in the cultural relic auction industry.For these problems I asked relevant personnel for answers.Through the research,I found that it was the substandard behaviors of the cultural relic auction enterprises led to the above problems——their pursuit of interests made them transgress the law.While the root cause is that it was not the State Administration of Cultural Heritage nonfeasance,it's capability can't make the State Administration of Cultural Heritage undertake such work.Undertaking so much specific working without enough staff,it can't have enough time to do top-down design well.In the same time,the top government put forward the transformation of government function.According the root cause,I make suggestions to the State Administration of Cultural Heritage about how to supervise the cultural relic auction.
