Study On The Optimization Of Government Functions For The Protection And Utilization Of Xi’an Wind And Percussion Ensemble Under The Multi-Center Governance Model

Intangible cultural heritage is an important part of China’s excellent traditional culture,a vivid witness of the continuous inheritance of Chinese civilization,and an important basis for connecting national emotions and maintaining national unity.Since the 18 th CPC National Congress,President Xi Jinping repeatedly given important instructions on the protection and inheritance of Intangible cultural heritage,emphasizing that we should do a solid job in the systematic protection of Intangible cultural heritage,better meet the growing spiritual and cultural needs of the people,and promote cultural self-confidence and self-improvement.To promote the creative transformation and innovative development of excellent traditional Chinese culture,continuously enhance the cohesion and influence of the Chinese nation,deepen cultural exchanges and mutual learning,tell the story of excellent traditional Chinese culture well,and promote Chinese culture to better enter the world.Government-led promotion of the protection and utilization of intangible cultural heritage is an important way to fulfill the government’s cultural management functions.Governments at all levels in Shaanxi Province have achieved positive results in the protection and utilization of intangible cultural heritage,but there are still some weaknesses.The introduction of a multi-center governance model and the mobilization of the cooperation advantages of multiple subjects such as the government,the market,the public and society in the protection and utilization of intangible cultural heritage have become an important direction to solve the current problems in the protection and utilization of intangible cultural heritage.Starting from the multi-center governance model,the study of multi-subject cooperation in the protection and utilization of intangible cultural heritage,and the innovation of the governance system for the protection and inheritance of intangible cultural heritage will be of great significance for continuing the historical context,strengthening cultural self-confidence,promoting exchanges and mutual learning among civilizations,and building a socialist cultural power.This paper analyzes four government functions in the protection and utilization of intangible cultural heritage,overall planning and mechanism establishment,policy formulation and element guarantee,infrastructure and public services,normative guidance and supervision evaluation.Taking the performance of government functions as the focus,this paper analyzes the performance of functions of each main body in the protection and utilization of Xi’an wind and percussion ensemble,and concludes the deficiencies and causes of the performance of government functions at all levels in the protection and utilization of Xi’an wind and percussion ensemble.On this basis,starting from the perspective of cooperative governance among government,market and society,this paper refines and summarizes the experience of the five major palace tunes of Haizhou,Lisu ethnic folk songs,Haicheng stilts,and Fuzhou jasmine tea scenting technology that play government functions to protect and utilize intangible cultural heritage,taking these as reference,and puts forward countermeasures for optimizing government functions to protect and utilize Xi’an wind and percussion ensemble.
