The source text is an excerpt from the book Continuity and Change in the Welfare State: Social Security in the Republic of Ireland.The book analyzes the policy change of the welfare states from various perspectives and forecasts the welfare prospects.The translation task is of great significance for the research of welfare policy in our country.Based on text analysis,major difficulties in the translation practice have been summarized,such as translation of terms,polysemy,long complicated sentences.On lexical level,translation of terms should ensure its accuracy and discipline norms.Polysemy falls into two categories: words with meanings rarely known to readers;words with different meanings in context.The translation of polysemy should ensure the semantic normalization.On syntactical level,the translation of long complicated sentences should ensure information consistency and expressiveness.Based on above difficulties,Chesterman’s Translation Norms is found appropriate to solve the above difficulties through literature review.Translation norms include expectancy norms and professional norms.The former refers to the readers’ expectation of the acceptability and style of the target language;while the latter restricts the strategies and methods in the process of translation,including accountability norm,communication norm and relation norm.Guided by the above norms,the translation task should follow the guidance of semantic strategies and syntactic strategies.Under the guidance of semantic strategies,literal translation and annotation can be applied to solve the translation of terms,and contextual interpretation can be applied to solve translation of polysemy.Under the guidance of syntactic strategies,division and reconstruction can be applied to solve translation of long complicated sentences.
