After the implementation of the New Deal in the late Qing Dynasty,in 1906,the Persuade Learning Department was set up as a county-level educational administrative institution in counties of the whole country.The Persuade Learning Department changed its name to the Education Bureau in 1923 after the two historical periods of the late Qing Dynasty and the early Republic of China.Jilin area followed the development trend of the times and took a series of measures to deepen the educational reform.The first Persuade Learning Department was established in Panshi County in 1905.After Jilin was set up as a province in 1907,counties in this area accelerated the pace of establishing the Persuade Learning Department.In 1924,the Jilin Education Department issued an order requiring all counties counseling the Persuade Learning Department and converting it into Education Bureau.Because the specific circumstance of each county was different,the time for establishing the Persuade Learning Department was also different,and the lack of funds from beginning to end was an important reason that hindered the academic activities of the Persuade Learning Department,which had caused a series of other dilemmas.Although there were deficiencies in improving private education and employment in the Persuade Learning Department,in general,the establishment of it played an important role in the development of basic education,enlightenment and the promotion of local social transformation in Jilin area.The development and evolution of the Persuade Learning Department in Jilin area can be divided into two stages: the late Qing Dynasty and the early Republic of China.Due to the different storage and abolition of Persuade Learning Departments in Jilin area in the early years of the Republic of China and the establishment situation was very chaotic,this paper focuses on the period of the late Qing Dynasty.Taking the archives of Jilin Provincial Archives as the core data,combing archives compilation,regional newspapers,county records and other materials,I will discuss the relevant matters of the Persuade Learning Department in Jilin area from 1905 to1911 and explore the role played by the Persuade Learning Department in the Jilin area in the late Qing Dynasty and its long-term impact on the Jilin area.This paper consists of five parts.The first part summarizes the development history of the Persuade Learning Department in counties of Jilin area during the late Qing Dynasty and the Republic of China.The second part discusses the institutional setting and evolution of the Persuade Learning Department in Jilin during the New Deal periodfrom the aspects of the change of status and the appointment of personnel.The third part focuses on the the main academic activities of the Persuade Learning Department in Jilin area during the New Deal period from the aspects of dividing school districts,advising students to study,fund raising,improving private education and promoting social education.The fourth part discusses the difficulties and countermeasures of the Persuade Learning Department in Jilin area during the New Deal period.The last part discusses the actual effect of the Persuade Learning Department in Jilin area during the New Deal period in the late Qing Dynasty and the profound influence on education and culture in Jilin area. |
