In the early Southern Song Dynasty,the complexity of the political and military situation was particularly prominent because of the invasion of Jin army.Emperor Gaozong of Song Dynasty established his country in the southeast.In terms of the territory of the Southern Song Dynasty,Sichuan was on the edge;however,most of the Jin army’s invasion of the Song Dynasty took the Huai river and Sichuan Shanxi as the main attacking areas,so the Sichuan area,which was located in the front line,shouldered the military responsibility that was inconsistent with its geographical location.This contradiction has changed the status of Sichuan greatly.The imperial court gradually turned its attention to this once remote place.How to maintain the stability of this area and maintain its political centripetal force to the government of Southern Song Dynasty has become an important issue for the imperial court during the period of Jianyan Shaoxing.The situation that the Southern Song Dynasty established the country behind the sea determined that Sichuan region was a weak link in its political radiation circle,especially when the situation was turbulent,it was more likely to cause local contempt for the imperial court.In the Southern Song Dynasty,the imperial court made a lot of official adjustments,such as setting up a Sichuan Shanxi Xuanfu disposal department(later changed to Sichuan Xuanfu Department)to take charge of local military affairs and exercise the authority of the central government,so as to reshape the political environment in Sichuan.Later,with the stability of the situation,the imperial court gradually formed three high-level organizations in Sichuan,namely,the Xuanfu department in charge of military affairs The system and establishment department is responsible for civil affairs and economy.The general leader regulates the food and salaries of the army and the affairs of local officials.In general,it maintains the mutual restraint of Sichuan situation and ensures that the authority of the court is superior to the local authorities.The stability of local politics and military needs the regulation of the court andlocal support.However,since the Northern Song Dynasty,most of Sichuan areas have been ignored by the imperial court,and the turmoil is the impression left by the Shu area to the world.The change of political situation at the turn of the two Song dynasties made the local politics unbalanced,and the forces of military generals suppressed by the literati and ministers rose.The local government should be careful to deal with this local group power.The imperial court established the authority of the imperial court by appointing ministers,such as Zhang Jun and Hu Shijiang,to be the chief executive of Sichuan and Shanxi region,suppressing the despotic and disrespectful generals,rectifying the forces of local generals.When civilian group completed the reconstruction of the authority of the central government,the court recalled many local senior civil servants to prevent local civil servants from violating the administrative power of the central government.Different from the Northern Song Dynasty’s insistence on the law of controlling the army from the middle and restraining the military with culture,though Gaozong cleaned the military general group,he gave some trust to the newly promoted senior generals(such as Wu Jie and Wu Lin)and allowed them to have the decision-making power on the battlefield.He even appointed two local senior officials successively as Xuanfu emissary,which won Sichuan Province The support of the regional generals to the Central Committee.However,relying too much on the military capabilities of Wu Jie and Wu Lin,they formed a situation of "three generations in charge of troops" and "Xingzhou regional group",which also laid a hidden danger for the political situation of Sichuan and Shanxi after that,which was also an omission in the early period of Southern Song Dynasty.In the reconstruction of the political situation in Sichuan,the imperial court divided the single high-level power of the local government through the adjustment of official positions,maintained the ecological balance of local politics,and consolidated the authority of the central government.In terms of specific administrative measures,the policy is adjusted by different officials.When they achieve their expected political goals,they will recall their positions to prevent the local high-level civil servants from becoming powerful.Two parallel administrative measures reshaped the political centripetal force of the local government to the court,and ensured the relative stability of the western half of the Southern Song Dynasty.
