Study On County Public Cultural Services Performance Evaluation Of Hubei Province

In the new era of socialism with Chinese characteristics,the status of cultural construction has become particularly important,and the important position of public cultural services in social harmony and people’s happiness index has also been highlighted.As an important part of the public cultural service system,county public cultural service is directly related to the cultural rights and spiritual needs of grassroots people,and is the basic guarantee for building a harmonious society.The performance of county public cultural services directly reflects the quality of public cultural services,and has a realistic impact on public satisfaction and continuous development of public cultural services.Among them,the understanding and construction of the performance evaluation index system is particularly critical.At present,most of the theoretical discussions and practices on the regional evaluation of public cultural services are directed at provincial administrative units.There are few studies on the performance evaluation of public cultural services at prefectural and municipal levels,and even fewer studies on County(district)level.Under China’s existing administrative system,provincial research results are often more of a macro industry guidance.In fact,because of the grass-roots characteristics of public cultural services,its system construction is mainly based on public financial investment,and basically based on county-level financial investment.Therefore,the performance evaluation of county public cultural services has become a top priority.This paper studies the evaluation system and performance evaluation index system of county public cultural services in Hubei Province,finds out the problems and shortcomings through analyzing the reasons,and puts forward targeted policy recommendations,which has practical guiding significance for promoting the construction of county public cultural services system in Hubei Province.At the same time,it is helpful to the theoretical research ofregional public cultural services by focusing on grass-roots analysis and support,and provides reference for the construction and research of county public cultural services performance evaluation system.Based on the data analysis of various indicators of public cultural services in counties of Hubei Province from 2015 to 2017,this paper constructs a performance evaluation system from two dimensions of input and output,and comprehensively evaluates county public cultural services by using weight analysis,principal component analysis and cluster analysis,and obtains the evaluation results.According to the results,this paper analyses the development of county public cultural services in Hubei Province in recent years and the main reasons leading to the differences of county public cultural services,and puts forward countermeasures and suggestions on the steady growth of financial input and regional balance of county public cultural services in Hubei Province,the equal emphasis on the construction and utilization of public resources,the optimization of service personnel structure and the overall improvement of team quality.
