Research On The Mechanism Optimization Of The Role Of Grass-roots Party Organizations In Urban Communities As Fighting Fortresses From The Perspective Of Anti-epidemic

COVID-19 is the most serious public health crisis in modern human history.The speed of its spread,the scope of its infection and the difficulty of its control are far greater than people had expected at the beginning of the outbreak.Due to the particularity and extensiveness of community transmission,COVID-19 prevention is no longer limited to "public health governance" in a narrow sense,but needs to resort to more comprehensive and profound social governance mechanisms and technologies,especially grass-roots social governance to prevent community transmission.In response to this major public health event,the grassroots Party organizations in urban communities,as the basic unit and fighting fortress of the Party in social grassroots organizations,played a positive and significant role.Their own functions of political guidance,organization and coordination,publicity and mobilization and the governance mechanism of urban communities were integrated during the fight against the epidemic.Formed a mechanism system that is beneficial to develop and enhance the fighting capacity of community party organization together.Thesis takes the grassroots Party organizations in urban communities as the research subject,and takes the practical logic and mechanism optimization of their role as battle fortress as the research object.Through theoretical research and qualitative analysis,this paper carefully examines and answers three key questions: The first is to clarify the practice of urban community-level Party organizations’ participation in the fight against COVID-19,and summarize and analyze the practical logic and practical characteristics of urban community-level Party organizations’ role in fighting the epidemic;Second,the structural system of the role of grassroots Party organizations in fighting the epidemic in urban communities was investigated,and the deficiencies and root causes of the role were analyzed and summarized.Thirdly,the feasible and targeted mechanism optimization path should be constructed based on the realistic problems of the mechanism of the basic-level party organizations in urban communities.In order to solve the above problems,this thesis mainly discusses five parts.The first part summarizes the research on the effectiveness of epidemic prevention and control under the leadership of political parties at home and abroad.In the second part,from the perspective of anti-epidemic,on the basis of community Party building theory,community governance theory and community public crisis management theory,the important concept of the role of urban community grassroots Party organization fighting fortress play mechanism is analyzed.The third part focuses on the analysis of the practical logic of the role of grassroots party organizations in urban communities in the fight against COVID-19,and expounds the practical characteristics of grassroots party organizations in urban communities in the fight against COVID-19.The fourth part discusses the mechanism structure,deficiency and causes of the role of urban community grassroots party organizations in fighting fortresses.The fifth part mainly puts forward optimization measures according to the problems and reasons,and further expounds the role of community party organization building in leading community epidemic prevention and playing the role of fighting fortress in coordination,in order to provide a certain research reference for improving the governance ability and level of urban community grassroots Party organization.
