Research On The Influence Mechanism Of TCM Development Policies On TCM Services In Grass-roots Communities

Objective:This study mainly studies the effect of the national TCM development policy on the utilization of TCM services in grassroots communities.Since the 18th National Congress of the Communist Party of China,the party and the country have attached great importance to the development of Chinese medicine,carried out the construction of a healthy China strategy,issued the "Opinions of the Central Committee of China and the State Council on the Inheritance and Innovative Development of Chinese Medicine",and formulated relevant medical insurance policies involving the development of Chinese medicine.This study aims to understand the impact of policy implementation on the utilization of traditional Chinese medicine services in grassroots communities,and explore how to use relevant policies to guide the provision of traditional Chinese medicine services in grassroots communities,realize the creation of health value of grassroots traditional Chinese medicine services,improve the health of grassroots people,and promote health China Construction.Methods:This study uses a combination of literature research and empirical research to sort out related research,use stimulus response theory combined with planned behavior theory to conduct theoretical and empirical analysis on the public value creation of policies,and construct traditional Chinese medicine development policies for grassroots communities.Medical service impact model,design questionnaires based on the model and literature.The dimension design of the questionnaires uses the Delphi method to conduct three rounds of expert consultations,constantly modify the dimensions and items of the questionnaires,and finally form a formal questionnaire for investigation,and the questionnaire is based on field surveys Combined with the online survey,from July to August 2020,it lasted one month.The members of the research team had interviews with Jiangsu,Shanghai,Zhejiang,Anhui(East China);Guangdong,Guangxi,Hainan(South China);Tianjin,Shanxi A total of 18 provinces(municipalities directly under the Central Government)were investigated in Chongqing,Sichuan,Guizhou,Yunnan(southwest),Gansu,and Xinjiang(northwest),and the subjects were mainly grassroots Medical staff in community health service centers.Use SPSS23.0 software to carry out descriptive analysis and reliability and validity analysis of sample data,then use AMOS21.0 software to carry out structural equation analysis of sample data,analyze the influence path through structural equation model.Results:After testing,all observed variables have been tested for reliability and validity.A total of 9 hypothesis tests were proposed in this study.After structural equation analysis,8 hypothesis tests were established.The path coefficient of environmental policy to supply policy is 0.717;the path coefficient of environmental policy to the knowledge of traditional Chinese medicine in the grassroots community is 0.698;the path coefficient of supply policy to the knowledge of traditional Chinese medicine in the grassroots community is 0.480;the environmental policy The path coefficient for the supply of traditional Chinese medicine services at the grass-roots level is 0.657;the path coefficient for the supply-oriented policies for the supply of traditional Chinese medicine services in the grass-roots communities is 0.334;the path coefficient for the knowledge cognition of traditional Chinese medicine in the grass-roots communities is 0.270;The path coefficient of service supply to service effectiveness is 0.241;the path coefficient of supply-based policies to the effectiveness of traditional Chinese medicine services in grassroots communities is 0.617;the assumption that environmental policies have an impact on the effectiveness of traditional Chinese medicine services in grassroots communities is not passed.Conclusions:Environmental policies have a positive impact on supply policies,and can affect the ability of community Chinese medicine service supply through the knowledge of traditional Chinese medicine by grassroots community medical staff,and then affect the effectiveness of the use of traditional Chinese medicine services in grassroots communities.Supply-based policies can have a direct positive impact The effectiveness of the use of traditional Chinese medicine services in grassroots communities can also be positively affected by the supply-oriented policy-the knowledge of traditional Chinese medicine of medical staff in the grassroots communities-the ability of providing traditional Chinese medicine services in the grassroots communities-the effectiveness of the use of traditional Chinese medicine services in the grassroots communities.In this regard,this article proposes to strengthen the formulation of specific supply-oriented policies and measures from the policy dimension;the social cognition dimension needs to enhance the understanding and cognition of traditional Chinese medicine knowledge by the basic-level community medical and health personnel through the national "famous doctor studio"traditional Chinese medicine knowledge inheritance and innovation demonstration effect;The dimension of Chinese medicine knowledge supply needs to strengthen the supply of high-quality Chinese medicine services,and at the same time strengthen the Chinese medicine service capacity building of grassroots community medical and health organizations to realize the social utilization of grass-roots high-quality TCM health knowledge services.
