Study On The Role Of Government In Improving People’s Medical Experience In Guangzhou

In July 2019,Guangzhou Municipal Health Commission issued the work plan on further improving medical services and comprehensively improving service quality,which proposed to solve the "difficulties" of people’s medical treatment through the implementation of key systems;Promote key tasks and solve the "pain points" of people’s medical treatment;Focus on key links and improve people’s medical experience;Units and hospitals at all levels are required to strengthen organization and leadership,highlight publicity and guidance,and promote the implementation of work.Taking Guangzhou as an example,this paper studies the reform and measures to improve people’s medical experience in recent five years,combined with questionnaire survey and literature,expounds and analyzes the basic situation of Guangzhou municipal government in improving people’s medical experience,as well as the role,policy,influence and utility of the government.Drawing on the relevant theoretical viewpoints such as public management and taking "the pursuit of public interest should be the goal of the government" in the new public service theory as the whole core orientation,this paper summarizes and abstracts the responsibilities and roles that local governments should have in the process of improving people’s medical experience;At the same time,the paper attempts to build a relationship between local government and improving people’s medical experience,including four analysis dimensions: government decision-making and planning role,resource allocation role,organization and coordination role and supervision and management role.This paper uses the methods of literature,questionnaire and comparative analysis to analyze the prominent problems and causes of Guangzhou citizens’ medical experience.The main problems focus on: the compensation and security system is not perfect,the allocation of medical resources is not balanced,the linkage mechanism is not scientific,and the supervision and coordination mechanism is not sufficient.Finally,by learning from the experience and practices at home and abroad,combined with the characteristics of medical services in Guangzhou,this paper puts forward some optimization countermeasures for the role of the government in improving the medical experience of the masses.The conclusion of this paper is that local governments should play a full role in perfecting the compensation mechanism,regulating the allocation of resources,strengthening the linkage mechanism and perfecting the supervision system;At the same time,we should strengthen intervention,improve the medical and drug compensation mechanism,balance the allocation of resources,strengthen the linkage and coordination of the three doctors,and improve the comprehensive supervision and coordination mechanism,so as to improve the level of medical and health services in the region,provide more fair,accessible,convenient,affordable,assured,efficient and satisfactory medical and health services,and improve the medical experience of the people as a whole.
