In the new era of socialism,health care has become the most concerning issue for society and people,and "Healthy China" has become a national strategy.The emergence of Internet technology has brought new improvements to the medical field,with the hope of addressing the primary problem of "high cost and difficulty in accessing medical care " and optimizing the allocation of medical resources after40 years of futile reform of China's medical system.This study utilizes the research logic of summarizing history,observing events,and analyzing the essence of policy research to investigate the role of Internet healthcare in the allocation of healthcare resources and its mechanism.To started,this paper ingeniously constructs a medical ecological system in China with the "central hospital" and "local hospital" models at its core,as well as the dynamic relationship of medical resources within this system,and then deduces,based on this logic,that the root cause of China's medical resource imbalance is in the "central hospital" and "local hospital" models.Second,it is empirically demonstrated that Internet healthcare can promote the free flow of doctors' resources and thus achieve an optimal allocation effect on the resources of the healthcare ecosystem by developing a framework for analyzing the effect of Internet healthcare on resource allocation,as well as a DEA model and an assessment system for the input and output of Internet healthcare.Furthermore,the function of pricing mechanisms of Internet healthcare platforms in motivating doctors and enhancing patients' welfare is discussed and examined based on the principal-agent model of doctors,patients,and Internet healthcare platforms under Internet healthcare.Finally,in the context of Internet healthcare,a tripartite game model of doctors,patients,and hospitals is utilized to explore the critical aspects in the process of policy-oriented promotion of optimal allocation of healthcare resources.The following conclusions are drawn after summarizing the mechanism,particular measures,and performance of Internet medical care in the best allocation of medical resources: 1.By combining the three variables of "time," "location," and "market price mechanism," Internet medical care maximizes doctor resources.2.Internet medical care improves the efficiency of hospital operations by better allocating doctor resources;3.The Internet medical pricing model has the function of motivating doctors and boosting patient welfare,which is critical for marketization to encourage the most efficient use of medical resources.4.The key factors in the process of policy-based promotion of the optimal allocation of medical resources are doctors,free practice,Internet medical quality assessment,and cross-regional payment of medical insurance.5.Internet medical care is expected to address the problem of "high cost and difficulty in accessing medical care." 6.The level of diagnosis and treatment at "local hospitals" might be enhanced with Internet medical care,and the phenomenon of excessive concentration of doctor resources at "central hospitals" could be alleviated.Based on the above mentioned conclusions,this project proposes the following policy recommendations: 1.To develop policies that encourage doctors from "central hospitals" to practice online and allows them to practice "freely" at Internet hospitals.2.To develop policies that encourage the market pricing of Internet medical services,as well as tax reductions and policies that encourage the free flow of medical expert resources.3.To develop policies that make it easier for cross-regional medical insurance to pay for Internet medical treatment.4.The health supervision department should conduct a better job of administration and service in order to enhance the quality assessment of Internet medical care.5.Improve the collection,management,organization,and release of medical data under supervision.According to this study,future research should focus on the following areas:1.Because quantitative research in this study is limited,more effort is needed to build a quantitative system for the fairness and efficiency of medical resource allocation that is tailored to medical field needs.2.Medical statistical analysis may be applied more frequently if a medical big data platform and standardized information resources are built.
