Research On Evaluation And Influencing Factors Of The Medical Service Capacity Of Primary Medical And Health Institutions In Zhuhai

Improving the service capacity of the primary medical and health institutions has always been the key and difficult point in the reform of the primary medical and health institutions.As the core city on the west bank of the pearl river estuary,one of the central cities in the pearl river delta and one of the first four special economic zones in China,Zhuhai has witnessed rapid development of health undertakings in recent years and is representative of the whole country.This study starts with the primary medical and health institutions in Zhuhai according to the present conditions of service ability,according to the Community Health Service Center Issued competency standards(2018 edition)and Township Hospital Service Standards(2018 edition)promulgated by the NHC,to evaluate service ability of primary medical and health institutions in Zhuhai from the the five aspects of human,financial and material resources,medical services,public health services,and to explore the main influence factors of the service capacity of primary medical and health institutions in Zhuhai.In evaluating the service ability of primary medical and health institutions in Zhuhai,this study screened out 16 indexes to evaluate the health service ability of primary medical and health institutions in Zhuhai by TOPSIS,combining with the service ability index evaluation system of primary medical and health institutions and the deta of the health yearbook in Zhuhai,from the five aspects of human,financial and material resources,medical services and public health services.The results showed that from 2013 to 2016,the service capacity of primary medical and health institutions in Zhuhai showed a declining trend,and in 2017,the service capacity was enhanced.In order to further explore the influence factors of the primary medical and health institutions in Zhuhai,this study started with the internal factors and the external factors using the multivariate stepwise regression analysis by SPSS 24.0,the results showed that in the internal factors,the biggest influence factor of visits is the business occupancy area,second is fiscal subsidies income,the minimal influence factor of visits is the number of equipment above 10000 yuan;The influence of the number of beds on the number of hospital admissions was greater than that of the business occupancy area.Among the external factors,the number of outpatient and emergency patients in primary medical and health institutions in Zhuhai is affected by the number of medical technicians in the hospital,while the number of beds in the hospital is affected by the number of patients.In order to improve the service capacity of the primary medical and health institutions in Zhuhai,this study puts forward suggestions from three aspects to improve the service capacity of the primary medical and health institutions in Zhuhai: the talent cultivation,the resource allocation and the informatization construction.It is an important measure to improve the service capacity of the primary medical and health institutions in Zhuhai :expanding the excellent talent team,optimizing the medical resource allocation,and promoting the informatization construction of the primary medical and health institutions.
