Study On The The Improvement Of The Service Ability Of Rural Primary Medical And Health Care Institutions

China is a large agricultural country, the rural population accounts for the majority.Improve the rural primary health care and health service capacity, to protect the health of rural residents is an important task in the construction of the country.At present, the "medical treatment is difficult and expensive" is a serious social problem in our country, to solve this problem, China must establish a triage treatment system,The establishment of clinics grading system has a very high demand for both city and rural areas of basic medical and health service ability.At present, the service ability of primary health care institutions in rural areas can not meet the requirements of the society, therefore, to speed up the construction of rural primary health service capacity building is an important task of the country.In this paper, with the service capacity of rural basic medical and health institutions as the research object to in the perspective of public management, through literature research, statistical analysis, the method of qualitative analysis, trying to in a comprehensive analysis of the basis, the present situation and problem of influencing factors of China's rural medical and health institutions, and with reference to foreign advanced methods in rural medical and health, put forward to improve the service ability of China's rural grassroots medical and health institutions of scientific and feasible policy recommendations,This paper argues that the capacity of rural primary health care institutions, including medical and health services and public health services. And the influence factors of service ability should be analyzed from two aspects of internal and external factors,Internal main factors include three aspects of the body's property:Health human resources; financial resources; medical equipment resources.The reform mainly affects the external factors including the level of economic development, health supervision, national policy and legal environment, medical and health care system.
